BACKGROUND:  On February 13, 2007, the Norman Utilities Authority approved Contract K-0607-122 with Professional Engineering Consultants (PEC) to provide engineering design services for the Water Distribution System Improvements Project.  One of the engineer's recommendations for better distribution of water to the northeast part of Norman was an elevated water storage tower in the High Pressure Plain to be located in northeast Norman.  On July 12, 2011, the Norman Utilities Authority (NUA) approved an amendment to Contract K-0607-122 with PEC to provide the design of the 1 million gallon (MG) water storage tank to be located on City of Norman property north of Robinson and east of 24th Avenue NE. As shown on the attached map, the project will also include piping to the tank from the existing 24-inch waterline along the north side of Robinson. The construction of the elevated storage tank will provide storage to meet fire demands and maintain reliable pressures in the HPP even in the event of power failure.
 
DISCUSSION: Oklahoma Gas and Electric Company (OGE) was contacted concerning provision of electrical service to the new tower site. The new power lines will be installed overhead within a 16-foot wide permanent easement dedicated to OGE. As depicted on the easement map, the easement will extend approximately 1,400 feet north from Robinson Street to the storage tank location. The power line installation is scheduled to be completed in early 2015.
 
RECOMMENDATION: Staff recommends the City of Norman grant Permanent Easement E-1415-33 to Oklahoma Gas and Electric Company for construction, operation and maintenance of the electrical components for transmission and distribution of electrical current and communication messages.
