CONSIDERATION OF BID NO. 1213-2; CONTRACT NO. K-1213-2 WITH RDNJ, INC., D/B/A A-TECH PAVING IN THE AMOUNT OF $481,460.25; PERFORMANCE BOND NO. B-1213-3; STATUTORY BOND NO. B-1213-4, MAINTENANCE BOND NO. MB-1213-2, AND RESOLUTION NO. R-1213-2 FOR THE 2013 URBAN CONCRETE PAVEMENT REHABILITATION BOND PROJECT.
ACTION NEEDED: Motion to accept or reject all bids meeting specifications; and, if accepted, award the bid in the amount of $481,460.25 to RDNJ, Inc., d/b/a A-Tech Paving as the lowest and best bidder meeting specifications; approve Contract No. K-1213-2 and the performance, statutory, and maintenance bonds; authorize execution of the contract, direct the filing of the bonds; and adopt Resolution No. R-1213-2

BACKGROUND: In the Norman General Obligation Bond Election of March 2010, voters approved the Urban Concrete Rehabilitation Bond Program. The Street Maintenance Bond Program is designed to repair and rehabilitate neighborhood streets throughout Norman. All bond projects are to be completed in five years under the approved program budget of $4,500,000. Four neighborhoods with 29 locations on neighborhood streets were identified for the FYE 2013 program. A list and map of locations is attached.
The project is funded in Account No. 050-9393-431.61-01 as Project Nos. BP0348 through BP0351. Bid specifications and documents were advertised on May 24, 2012 and May 31, 2012. Ten (10) paving contractors received a set of documents. If approved, the base bid for this project will complete the FYE 2013 locations in the 2010 Urban Concrete Pavement Rehabilitation Bond Program.
DISCUSSION: The bid opening was conducted on June 14, 2012, and five (5) contractors submitted bids. The lowest bid in the amount of $481,460.25 was submitted by RDNJ, Inc. dba A-Tech Paving of Edmond, Oklahoma. The low bid is below the engineer's estimate of $752,912 by $271,451.75 (36.05% percent). The average of the five (5) bids is $590,143.73. RDNJ, Inc. dba A-Tech Paving has previously worked for the City of Norman and the firm received favorable references from other cities on similar projects. If approved, construction will begin on these projects in August 2012 and be completed by one year from notice to proceed.
RECOMMENDATION NO. 1: Staff has reviewed the bids and recommends that Bid No. 1213-2 for the 2013 Urban Concrete Rehabilitation Bond Project be awarded to the low bidder, RDNJ, Inc. dba A-Tech Paving in the amount of $481,460.25.
RECOMMENDATION NO. 2: Staff further recommends that, upon approval of Bid No. 1213-2, the following contract and bonds be approved:

Performance Bond No. B-1213-3
Statutory Bond No. B-1213-4
Maintenance Bond No. MB-1213-2
RECOMMENDATION NO. 3: Staff further recommends that, upon approval of Contract No. K-1213-2, that Resolution No. R-1213-2 be adopted authorizing RDNJ, Inc. dba A-Tech Paving as project agent.
