CHANGE ORDER NO. ONE TO CONTRACT K-1415-17: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND LANDMARK STRUCTURES I, L.P., DECREASING THE CONTRACT AMOUNT BY $36,142 FOR A REVISED CONTRACT AMOUNT OF $2,599,858 FOR THE CONSTRUCTION OF A ONE MILLION GALLON ELEVATED WATER STORAGE TANK LOCATED IN NORTHEAST NORMAN AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: The addition of another elevated water storage tank was envisioned for several years under capital project Water Tower, WA0293. Computer modeling of the water distribution system indicated the greatest need for elevated storage was in the high pressure plane (HPP) in northeastern Norman. The existing water distribution system had four elevated storage tanks with a capacity of 4.5 million gallons (MG) as follows:
• Cascade Tower, steel/concrete composite tank with capacity of 2 MG;
• Brookhaven Tower, welded steel tank with capacity of 1.5 MG;
• Boyd Tower, welded steel tank with capacity of 0.5 MG;
• Robinson Tower, welded steel tank with capacity of 0.5 MG.
Additionally, 7.5 MG of underground water storage is provided at the water treatment plant (WTP) in two “clearwells”, for a total storage capacity of 12 MG. Distribution pumping at the smaller 1.0 MG clearwell feeds the high pressure plane (HPP) in northeastern Norman while pumps from the larger 6.5 MG clearwell feed the four existing storage tanks and the remainder of the Norman distribution system. The construction of the elevated storage tank will provide storage to meet fire demands and maintain reliable pressures in the HPP even if additional water from the clearwell is not available.
On January 14, 2014, the NUA approved Contract K-1314-98 with Professional Engineering Consultants, P.A. (PEC) to provide design, bidding and construction administration services associated with construction of the storage tank. The Oklahoma Department of Environmental Quality (DEQ) approved the design plans on September 15, 2014 and bids were received from five specialty tank contractors on March 5, 2015. Landmark Structures I, L.P. of Fort Worth, Texas was the low bidder at $2,636,000.
On March 24, 2015, the NUA approved Contract K-1415-14 in the amount of $2,636,000 with Landmark Structures I, L.P. for construction of the 1 MG composite tank to be located on existing city property north of Robinson and east of 24th Avenue NE. The contract documents required the storage tank to be complete within 458 calendar days or by July 28, 2016.
DISCUSSION: Work began on April 27, 2015 and was substantially complete on June 20, 2016 when the tank was placed into operation. Minor cleanup activities continued after that date and are now complete.
Proposed Final Change Order No. 1 will reconcile as-bid to as-built quantities and incorporate several minor modifications to the work. As shown in the change order, the contract amount will decrease by a total of $36,142 for a final contract amount of $2,599,858. As shown in Attachment 1, the reconciliation of “as-bid” to “as-built” quantities resulted in a net decrease of $34,884 with largest change being the deletion of the replacement concrete driveway off Robinson (-$23,040); there was a smaller reduction in the amount of sodding installed. Staff decided to delay the drive re-construction pending finalization of the overall development plan for this city tract. As shown in Attachment 2, minor modifications to the tank itself including tank lighting, and the access manway to the top of the tank resulted in a small reduction (-$1,258).
A ribbon-cutting ceremony celebrating completion of the project occurred September 21, 2016. NUA staff and the design engineer, Professional Engineering Consultants, recommend acceptance of the High Pressure Plane Elevated Water Storage Tank project, and authorization to make final payment to the contractor, Landmark Structures.
RECOMMENDATION: It is recommended that the Norman Utilities Authority approve Change Order No. 1 to contract K-1415-17 with Landmark Structures I, L.P. decreasing the contract amount by $36,142 for a final contract amount of $2,599,858. It is also recommended that the Norman Utilities Authority accept the High Pressure Plane Elevated Water Storage Tank project (WA0293), and authorize final payment to the contractor.
