BACKGROUND:   The 2009 Norman Parks and Recreation Master Plan identified the area around Monroe School, located at 1601 McGee Drive, as being deficient in neighborhood park facilities.   As recommended in the Master Plan, a cooperative effort between the City of Norman and Norman Public Schools resulted in the City's lease of 4 acres of land at the Monroe School site.  This lease was approved by City Council in September 2011.  
 
DISCUSSION:  Parks and Recreation staff worked with the school system and local residents to provide a park plan.  The plan included a large playground equipment area, paved walking trail, picnic shelter, fencing, baseball backstops, soccer goals, additional trees and site furnishing such as picnic tables, waste receptacles and drinking fountain.   All features have been installed except the trees which will be planted in the winter.
 
On 12 June 2012, City Council approved RFP Number 1112-53 for the Monroe Park Playground Equipment Project.   Included in this project is a large playground with age appropriate play features along with shade and safety surfacing.  The project was awarded to ASC Playground Adventures, Inc. in the amount of $151,500.
 
Partial payments were issued in July and August 2012 for this project.  The playground project was inspected by staff on 8 October 2012, found to be complete per specifications and recommends accepting the project as complete.  
 
RECOMMENDATION:  It is recommended that City Council accept this project as complete and authorize final payment as follows:
