CONTRACT K-1516-5: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CART IN THE AMOUNT OF $35,000 AS AGREED UPON UNDER THE 41ST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM TO PROVIDE BUS PASSES TO LOW INCOME RESIDENTS OF NORMAN.

PROPOSED USE OF FUNDS: The funding requested by Cleveland Area Rapid Transit (CART) will provide bus passes to low income residents of Norman.
BACKGROUND: On May 12, 2015, Council approved the CDBG and HOME Annual Action Plans in the total amount of $1,040,525. The funding for this contract was detailed within the CDBG Action Plan. The funding for the CDBG and HOME Programs is provided by the U.S. Department of Housing and Urban Development (HUD).
The CDBG and HOME budgets were developed over a series of meetings of the Community Development Block Grant Policy Committee. This committee consists of fifteen members that are elected as designated in the Citizen Participation Plan. The proposed budget was unanimously approved by the Policy Committee on March 11, 2015.
During the 2014-15 Program Year, the $25,000 of allocated CDBG Funding was insufficient to meet the demand and was increased by $6,000 to address the combination of an increased demand for passes and a fare increase that went into effect during the program year. A formal request was made by CART during the budget process to increase the annual allocation from the CDBG Program to $35,000. The Policy Committee evaluated the past and projected usage and based upon this request from CART increased funding to $35,000.
DISCUSSION: The proposed contract represents a total funding of $35,000 for CART bus passes, this contract has been developed in conjunction with all City of Norman and HUD requirements.
RECOMMENDATION: Staff has reviewed the proposed contract and recommends approval of Contract K-1516-5 in the amount of $35,000 to CART. Funds are available in the Community Development Fund, fiscal year 2015-2016, in Public Services - Transportation (account 021-4092-463.47-79).
