BACKGROUNDThe Norman Water Reclamation Facility (NWRF) Division uses many outside lab services to perform a variety of lab analyses throughout the year. The Division is required by local, state and federal law to perform certain analysis including “Whole Toxicity Evaluation” (WET) testing to meet wastewater discharge requirements. Past fiscal years the NUA spent approximately $70,000 to $75,000 on meeting local, state, and federal laws for WET testing requirements. As the requirements change, it is expected that the expenditures on testing will increase if additional testing is required by law.

 

DISCUSSIONWater Reclamation Facility sent out request for proposals (RFP) in December 2015 and five different lab services companies answered the request. They were Huther and Associates based in Denton, Texas; TRE Environmental Strategies, Inc. (current WET testing lab) based in Fort Collins, Colorado; Pace Analytical Services, Inc. based in Frontenac, Kansas; Ramboll Environmental based in Brentwood, Tennessee; and Sage Environmental Consulting based in Oklahoma City, Oklahoma. Sage Environmental Consulting Services was selected based on ranking criteria which included Oklahoma Department of Environmental Quality certification, price, U.S. Environmental Protection Agency performance evaluation results, and reporting capabilities.

 

The testing will be requested on an as needed basis at the unit price rates set forth in the contract.  Funds are budgeted in the FYE 2016 Budget in the following accounts for these services:

 

Water Reclamation Fund - Laboratory Testing (032-5544-432.40-20) - $4,580

Water Reclamation Fund - Sludge Testing (032-5545-432.40-20) - $32,600

 

RECOMMENDATIONStaff recommends Norman Utilities Authority approve the contract K-1516-101 for WET testing service with Sage Environmental Consulting Services.
