BACKGROUND: The City’s fiscal year 2018-2019 (FYE 2019) Street Maintenance Capital Improvement Program includes a project to mill and repave East Interstate Drive from Main Street to Robinson Street. East Interstate Drive, also known as the “Mile of Cars”, has several auto dealerships and other businesses located throughout the corridor.

 

Site investigations and inspections of East Interstate Drive from Main Street to Robinson Street revealed that the substructure has failed in several locations, and several potholes have developed over time. This is mainly due to the high volume of heavy trucks and drainage issues. Mill and repave of the existing roadway will not correct the problems identified. To effectively address these problems, it was determined that East Interstate Drive should be reconstructed.

 

On December 11, 2018, City Council approved Resolution R-1819-53, appropriating $1,104,154 of surplus 2010 Street Maintenance Bond Program Funds to the East Interstate Drive - Main Street to Robinson Street project (Project BP0415).

 

On April 9, 2019, City Council approved Amendment No. 1 to Contract K-1314-127 with Freese and Nichols, Inc. in the amount of $160,000 for the design of the East Interstate Drive Reconstruction Project - Main Street to Robinson Street.

 

DISCUSSIONBid documents and specifications for the Interstate Drive Reconstruction Project were advertised on September 17, 2020 and September 24, 2020 in accordance with State Law.    Three (3) bids were received on October 8, 2020.

 

The low bidder is RDNJ, LLC dba A-Tech Paving of Oklahoma City in the amount of $915,412.41.  This bid is $449,347.59 or 33% below the Engineer’s Estimate of $1,364,760.  Staff has done a comparative analysis of these bids, and believes the bid to be competitive and represents a fair price. 

 

This project will be funded from East Interstate - Main Street to Robinson Street Reconstruction Project, Construction (Account 50593385-46101; Project BP0415). 

 

If approved, construction of the Interstate Drive Reconstruction Project will begin in November 2020, with an estimated completion of February 19, 2021. 

 

RECOMMENDATION NO. 1:  Staff has reviewed the bids and recommends Bid 2021-10 for the Interstate Drive Reconstruction Project be awarded to the low bidder, RDNJ, LLC dba A-Tech Paving of Oklahoma City, Oklahoma, for $915,412.41.

 

RECOMMENDATION NO. 2:  Staff further recommends that the following contract and bonds be approved:

 

Contract K-2021-9

Performance Bond B-2021-13

Statutory Bond B-2021-14

Maintenance Bond MB-2021-7

 

RECOMMENDATION NO. 3:  Staff further recommends that RDNJ, LLC dba A-Tech Paving, be authorized and appointed as Project Agent via Resolution R-2021-6.
