CONSIDERATION AND AWARDING OF BID 2021-32 FOR THE PURCHASE OF PORTLAND CEMENT CONCRETE FOR USE BY THE STREET AND STORMWATER DIVISIONS.

BACKGROUND:  The City of Norman Street and Storm Water Maintenance Programs utilize on a frequent basis the following types of Portland Cement Concrete:

 

                     Class A Concrete is used in pavement slabs, sidewalks, retaining walls, culverts, and all areas where reinforced concrete is needed.  Calcium is used as an accelerating admixture to increase the strength of the concrete more quickly during curing.  It is used in cold weather application; however, it is not an anti-freezing agent.

                     High Early Strength (H.E.S.) Concrete is used for driveway and pavement replacement.

                     Fast Track Concrete is used for emergency panel replacement in high traffic areas the PSI is 3000 on 8-hour strength test.

                     Grout Mix is used with riprap, for bedding drainage pipe, and stabilizing plastic Subgrade.

                     Flowable Fill is used as a liquid concrete mix in bedding and backfilling culvert pipe and storm sewers where 100% compaction is required.

                     Additives/Accelerators is used to speed the setting time and when cure time starts earlier.  This allows concrete to be placed in winter with reduced risk of frost damage.

 

Quantities of each material purchased annually will vary depending on individual project scopes for scheduled projects and unscheduled repairs and maintenance activities. A total of 1174 cubic yards of Portland Cement Concrete were purchased in FYE 2020 at a cost of $145,964.50.

 

DISCUSSION:  Bid information was sent to five (5) vendors and Bid Number 2021-32 was opened on October 29, 2020, with four (4) vendor bids received for Portland Cement Concrete.   The price of concrete materials has increased an average of 1% over the 2020 bid price because of increased manufacturing and delivery costs.  If approved, the purchase contract for the materials will be effective through October 31, 2021. Funding for Portland Cement Concrete is provided from the General Fund accounts for regular maintenance, available in the following accounts:

Storm Water Division

Street/Sidewalk Materials (10550222-43215) $ 48,914

 

RECOMMENDATION:  Staff recommends BID-2021-32 be awarded to the low bidder as shown on the Bid Tabulation. 

 

Section 1: A and B to Metheny Concrete, Oklahoma City, as the lowest and best bidder meeting specifications and Dolese, Oklahoma City, is the alternate bidder.

 

Section 2: A and B to Dolese Bros as the lowest and best bidder meeting specifications and Van Eaton, Shawnee, as the alternate bidder.

 

Section 3: A and B to Dolese Bros as the lowest and best bidder meeting specifications and Van Eaton, as the alternate bidder.

 

Section 4: A and B to Dolese Bros as the lowest and best bidder meeting specifications and Metheny Concrete as the alternate bidder.

 

Section 5: A and B to Metheny Concrete as the lowest and best bidder meeting specifications and Van Eaton as the alternate bidder.

 

Section 6: A to Van Eaton Ready Mix as the lowest and best bidder meeting specifications and Dolese as the alternate bidder.

 

Section 6: B to Metheny Concrete as the lowest and best bidder meeting specifications and Van Eaton as the alternate bidder.

 

Section 6: C to Metheny Concrete, Van Eaton and Dolese as the lowest and best bidders meeting specifications.
