CONSIDERATION OF AWARDING BID 1415-2, APPROVAL OF CONTRACT K-1415-8 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND RDNJ L.L.C., D/B/A A-TECH PAVING IN THE AMOUNT OF $848,756.50; PERFORMANCE BOND B-1415-3, STATUTORY BOND B-1415-4, MAINTENANCE BOND MB-1415-2, AND PROJECT AGENT RESOLUTION R-1415-5 FOR THE URBAN ROAD RECONSTRUCTION 2010 BOND PROGRAM, MOSIER STREET FROM COCKREL AVENUE TO CARTER AVENUE, AND NEBRASKA STREET FROM UNIVERSITY BOULEVARD TO FLOOD AVENUE.

BACKGROUND: In the Norman Street Maintenance Bond Election of March 02, 2010, voters approved the Urban Road Reconstruction Program. This improvement program included under this contract involves the complete removal and replacement of the neighborhood streets at the following locations:
Mosier Street, between Cockrel Avenue & Carter Avenue FYE 2013 (project BP0353)
Nebraska Street between University Boulevard & Flood Avenue FYE 2014 (project BP0239)
The FYE 2013 and FYE 2014 locations are funded in Road Reconstruction - Bond, Construction (account 050-9385-431.61-01; projects BP0353 and BP0239). Bid specifications and documents were advertised on January 9, 2015 and January 16, 2015. Seven (7) paving contractors received a set of documents. If approved, the base bid for this project will complete one (1) FYE 2013 and one (1) of the FYE 2014 locations for the Urban Road Reconstruction Program included in the 2010 Bond Election.
DISCUSSION: The bid opening was conducted on January 29, 2015 and three (3) contractors submitted bids. The lowest bid in the amount of $848,756.50 was submitted by RDNJ dba A-Tech Paving of Oklahoma City, OK. The low bid is below the engineer's estimate of $851,924.75 by $3,168.25 (0.37% percent). The average of the three (3) bids is $1,059,045.65. RDNJ dba A-Tech Paving of Oklahoma City, OK has previously worked for the City of Norman, and the firm received favorable references from other cities on similar projects, including the City of Oklahoma City.
If approved, construction will begin on these projects in May, 2015. Access to adjacent residential properties will be provided throughout the construction project. The projects will be completed by May, 2016.
RECOMMENDATION NO. 1: Staff has reviewed the bids and recommends that Bid No. 1415-2 for the Urban Road Reconstruction 2010 Bond Program, be awarded to the low bidder, RDNJ dba A-Tech Paving of Oklahoma City, OK Inc. in the amount of $848,756.50.
RECOMMENDATION NO. 2: Staff further recommends that, upon approval of Bid No. 1415-2, the following contract and bonds be approved:

Performance Bond B-1415-3
Statutory Bond B-1415-4
Maintenance Bond MB-1415-2
RECOMMENDATION NO. 3: Staff further recommends that, upon approval of Contract K-1415-8, that Resolution R-1415-5 be adopted authorizing RDNJ dba A-Tech Paving of Oklahoma City, OK as project agent.
