BACKGROUND: This item is a final plat for University North Park Addition, Section XII, a Planned Unit Development, and is located at the northeast corner of the intersection of Interstate Drive and Conference Drive (Private Street). This proposal consists of 14.37 acres and five (5) commercial lots.  A restaurant is proposed on Lot 1, Block 1. It should be acknowledged that Lot 6, Block 1, is shown as an undevelopable lot.  The final site development plan states it is undevelopable and will be filed of record with the final plat. The owner's intent is to attach it to an existing platted lot to the south of this property as part of University North Park Addition, Section VI, a Planned Unit Development, by the use of a Lot Line Adjustment.
 
Planning Commission, at its meeting on March 14, 2013, approved the final plat for University North Park Addition, Section XII, a Planned Unit Development.
 
DISCUSSION: The public improvements required of this plat consist of water mains with fire hydrants, sanitary sewer mains, sidewalks and a portion of Interstate Drive.
 
Interstate Drive will be constructed in 2014 as a City capital improvement project using TIF funds.  Conference Drive is existing as a private drive.  There is a possibility that Conference Drive might be designated as a public street in the future.
      
RECOMMENDATION: Based upon the above information, staff recommends acceptance of the public dedications, approval of the final site development plan, final plat and the filing of the final plat, subject to completion of public improvements.  The City Development Committee will ensure completion of all required public improvements or bonds and will recommend that the Mayor sign the final plat and bonds.
