BACKGROUND: On August 22, 2006, City Council approved Contract No. K-0607-45 by and between the City of Norman and the University Town Center L.L.C., regarding Development Agreement No. 1 for the initial project activities associated with the traffic improvements needed to mitigate the additional traffic to be generated by the University North Park (UNP) development. One of the projects listed in Exhibit "A" of the above-mentioned contract is 1.7 miles of Interstate 35 (I-35) Frontage Road from Robinson Street to Tecumseh Road.
In 2007, the City constructed 0.62 miles of the 1.7 miles of the I-35 Frontage Road from Robinson Street to Conference Center Drive. During the design of the Rock Creek Road Overpass at I-35, the bridge was designed to span the future frontage road. On May 7, 2012, City Council approved Development Agreement No. 5 for the UNP Tax Increment Finance (TIF) District which includes funding to complete the frontage road from Conference Center Drive to 24th Avenue N.W. During the summer of 2012, the I-35/Robinson Street Interchange N.E. Quadrant Project tied the I-35/Robinson Street Interchange ramps to the frontage road.
DISCUSSION: The I-35 frontage road extension is included in the City's Capital Improvement Program as a University North Park Tax Increment Financing (TIF) project. SMC Consulting Engineers, P.C. (SMC), was selected to design this project due to the firm's familiarity with similar projects in this area. SMC designed the first portion of the frontage road and five intersections on 24th Avenue NW; Robinson Street, Mount Williams Drive, Legacy Park Drive, Conference Center Drive and Rock Creek Road, including the stamped and colored concrete pavements.
The engineering design services contract is written in a "Cost Not to Exceed" format in the amount of $159,000 or 7.6% percent of the total estimated project cost of $2,105,500.00. If approved, only the City Council has authority to amend the contract in the future including any changes to the compensation. The design services include:

Public Meetings and Project Team Meetings
As-Built Drawings
If approved, SMC Consulting Engineers, P.C. will begin work on the project immediately. The project design will be substantially complete by December 2013. Construction of the project is currently anticipated to begin in the spring of 2014.
RECOMMENDATION: The FYE 2013 Capital Improvement Program Budget includes $182,000 in UNPTIF funds for the design work on this project. The budgeted design funds are available in the Interstate Drive East Extension Project, Design (Account No. 057-9545-431.62-01, Project No. UT0009).
Staff recommends approval of Contract No. K-1213-171 between the City of Norman and SMC Consulting Engineers, P.C. for the design for the Interstate Drive East Extension Project in the amount of $159,000.00.
