CONSIDERATION OF REQUEST FOR PROPOSAL NO. RFP-1314-44 AND APPROVAL OF CONTRACT NO. K-1314-124 WITH DOWNEY CONSTRUCTION, INC., IN THE AMOUNT OF $91,870; PERFORMANCE BOND NO. B-1314-84; STATUTORY BOND NO. B-1314-85, MAINTENANCE BOND NO. MB-1314-78; AND PROJECT AGENT RESOLUTION NO. R-1314-107 FOR THE GRIFFIN PARK PARKING LOT EXPANSION PROJECT.

 

Body

BACKGROUND:  Griffin Park is the most intensely developed sports park in Norman.  It is host to the Parks and Recreation Department’s youth baseball and softball program, the Norman Youth Soccer Association and the Adult Flag Football League.  The site also includes the Norman Community Dog Park, an 18-hole Disc Golf Course, a large fishing lake and an extensive walking trail throughout the park.

 

There are several parking lots in the park which provide access to the various activities. During the times of highest use, however, parking may become limited.  The FYE 2014 Capital Project Budget included a parking lot expansion project to help address this issue.  The expansion project will be at the southeast corner of the park (at the corner of 12th Avenue and Robinson Street). 

 

Cardinal Engineering Company has completed the design for this project.  The extension will be accessed from the existing lot, and will not require an additional street curb cut.  It will add a net of 37 additional spots (including two handicap spots) and will include a connecting sidewalk to the existing park entry walk.  A drawing of the project is attached.

 

DISCUSSION On 17 and 24 January 2014, Request for Proposal No. RFP-1314-44 for the Griffin Park Parking Lot Expansion Project was advertised in the Norman Transcript; Reid Construction Data, Dodge Report and Bid News, i-SquareFoot and on e-plan.  Proposals were distributed to five contractors, four of whom responded with complete proposals.

 

The lowest and best proposal to meet specifications was received from Downey Construction Co., Inc.  The proposals were evaluated based on the total cost of the project as specified in the RFP.  The base bid from Downey was for a total cost of $91,870.  The remaining project budget is $103,020.

 

RECOMMENDATION NO. 1:   It is recommended that City Council approve Request for Proposal No. RFP-1314-44 for the Griffin Park Parking Lot Expansion Project for the Parks and Recreation Department to Downey Construction, Inc., in the amount of $91,870.  Funding was budgeted and is available in Griffin Park Parking Lot Expansion, Construction (account 050-9639-452.61-01; project PR0103). The estimated budget is $103,020.

 

RECOMMENDATION NO. 2: It is further recommended upon approval of RFP-1314-44 that the following contract and bonds be approved:

 

Contract No. K-1314-124

Performance Bond No. B-1314-84

Statutory Bond No. B-1314-85

Maintenance Bond No. MB-1314-78

 

RECOMMENDATION NO. 3: It is further recommended upon approval of RFP-1314-44, that Downey Construction Co., Inc. be authorized and appointed as project agent for the Griffin Park Parking Lot Expansion Project by Resolution No. R-1314-107 which will grant tax-exempt status.
