CONTRACT K-1718-59:  A CONTRACT BY AND BETWEEN THE CITY OF NORMAN AND GRISSOM LANDSCAPE NURSERY, LLC, IN THE AMOUNT OF $39,822 FOR THE LINDSEY STREET BRIDGE LANDSCAPE PROJECT AND ADOPTION OF RESOLUTION R-1718-34.

BACKGROUND: The fiscal year 2017-2018 (FYE 2018) Capital Improvement Budget includes a project for aesthetic enhancements to the Lindsey Street Interchange at Interstatre-35, similar to those done on the Main Street interchange in previous years.  The bridge construction has been administered by the Oklahoma Department of Transportation (ODOT) over the past two years; however, they did not include the final landscape plan and installation as part of that project.  As the project neared completion, the Public Works Department asked the Parks and Recreation Department for assistance with these final details of the project.  The Park Planning Division created a planting design for the new planter areas being built as part of the ODOT project.  The planters will be built with all appropriate waterproofing, irrigation supply lines, and drainage structures necessary for a landscape to be installed.

 

The irrigation lines will be placed by a separate contractor once the landscape is in-place; and will utilize drip irrigation for the native plant landscape that was chosen for the site.  A similar irrigation system was successfully used for the Main Street bridge landscape.  The other enhancements on the bridge, including decorative concrete, seating walls, “Cherokee Gothic” architectural details similar to the OU campus architecture, and sculptural elements, are part of the ODOT project, and will be completed in the coming weeks.  The bridge has ample room outside the traffic lanes for the landscape and irrigation to be installed without the need to close any traffic lanes during those work periods.

 

DISCUSSION: A project description, typical planter landscape plans and a bid form was prepared by Park Planning staff and distributed for quotations.  The lowest and best quotation for the project was received from Grissom Landscape Nursery, LLC (Grissom), in the amount of $39,822. This is a turn-key project below the competitive bid limit dollar amount requirements ($50,000, per City Code, Section 8-204.B.1).  Grissom has provided all the necessary affidavits and proof of insurance for the project and they have also guaranteed the plants for 12 months, as per American Nurseryman standards.

 

The existing capital project budget for the Lindsey Street Interchange Aesthetics is $85,000.  The remaining funds will be used to pay for the irrigation system and soil amendments for the site being done by other contractors. 

 

RECOMMENDATION: It is recommended that City Council approve Contract K-1718-59 with Grissom Landscape Nursery, LLC, in the amount of $39,822 for the Lindsey Street Bridge Landscape Project.  It is also recommended that Resolution R-1718-34 be adopted, granting tax exempt status for materials purchases for the project.  Funding is available in the Lindsey Street Interchange Aesthetics Project (account 050-9584-431.61-01; project TC0045).
