CHANGE ORDER NO ONE TO CONTRACT K-1920-78:  BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND EMC SERVICES, L.L.C., INCREASING THE CONTRACT AMOUNT BY $14,661.85 FOR A REVISED CONTRACT AMOUNT OF $93,238.85 FOR THE FRANK AND HUGHBERT STREETS DRAINAGE IMPROVEMENT PROJECT, FINAL ACCEPTANCE OF THE PROJECT, AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS.

 

Body

BACKGROUND:  In response to multiple citizen complaints regarding flooding on Frank Street and Hughbert Street west of Jones Avenue over several years, the City’s fiscal year 2019-2020 (FYE 2020) Capital Fund budget included a project to address the problem. In 2019, the Public Works Stormwater Division began working with Cardinal Engineering to design improvements to the drainage system on both Frank and Hughbert Streets (see attached map). Cardinal Engineering designed a solution to these problems. Based on Cardinal’s analysis, it was determined that adding area inlets and pipes along Frank and Hughbert Streets and installing a grass-lined swale at 115 West Hughbert Street to more efficiently collect stormwater runoff and direct it to the existing stormwater system along Jones Avenue was the most cost effective way to address the drainage and safety concerns reported by the citizens.

 

On March 24, 2020, City Council approved Contract K-1920-78 between the City of Norman and EMC Services, LLC, for furnishing of all labor and materials for the Frank and Hughbert Streets Drainage Improvements Project for an amount of $78,577.  Construction activities associated with the Frank and Hughbert Streets Drainage Improvement Project were completed in June 2020.

 

DISCUSSION:  This project was funded in the FYE 2020 Capital Fund. Total project costs for construction activities included installation of new stormwater pipes and area inlets along Frank and Hughbert Streets and relocation of water service lines on Frank Street.  The total actual project cost is $93,238.85.

 

Change Order No. 1 to Contract K-1920-78 with EMC Services, LLC, is necessary to pay for furnishing additional labor and materials for relocating six (6) residential water service lines on the north side of Frank Street and the additional materials necessary to move the stormwater pipeline from the south side of Hughbert Street to the north side.  On Frank Street, six (6) residential water service lines were uncovered and were located within the proposed path of the stormwater pipeline.  These lines had to be relocated to continue with the project.  On Hughbert Street, a gas line was encountered on the south side of Hughbert Street, which made the original design location infeasible and required that the stormwater pipeline be moved to the north side of the road to avoid this utility conflict.

 

Staff requests approval to transfer funds in the amount of $14,661.85 from Force Account-Drainage, Materials (account No. 50599906-46301; project SC0678), to Force Account-Drainage, Construction (account No. 50599906-46101; project SC0660), for completion of this project.

 

RECOMMENDATION 1:  Staff recommends approval of Change Order No. 1 in the amount of $14,661.85 to Contract K-1920-78, between the City of Norman and EMC Services, LLC, for furnishing labor and materials for water service line relocations on Frank Street and design changes on Hughbert Street.

 

RECOMMENDATION 2:  Staff requests approval to transfer funds in the amount of $14,661.85 from Force Account-Drainage, Land Acquisition (account 50599906-46301; project SC0678), to Force Account-Drainage, Construction (account No. 50599906-46101; project SC0660), for completion of this project. 

 

RECOMMENDATION 3:  Staff recommends final acceptance of the Frank and Hughbert Streets Drainage Improvement Project Contract K-1920-78, and further recommends that final payment in the amount of $93,238.85 be directed to EMC Services, LLC of Oklahoma City, OK.
