CONSIDERATION OF A PRELIMINARY PLAT FOR DOLLAR GENERAL ALAMEDA ADDITION. (GENERALLY LOCATED ON THE NORTH SIDE OF ALAMEDA DRIVE APPROXIMATELY ONE-FOURTH MILE EAST OF 72ND AVENUE N.E.)

BACKGROUND: This item is a preliminary plat for Dollar General Alameda Addition and is generally located on the north side of Alameda Drive and one-quarter of a mile east of 72nd Avenue NE. The property consists of 7.27 acres for two lots. Lot 1 consists of 2.02 acres, and Lot 2 consists of 5.25 acres. Private sanitary sewer systems will serve the two lots.
Planning Commission, at its meeting of September 13, 2012, recommended to City Council the amending of the NORMAN 2025 Land Use and Transportation Plan from Country Residential Designation to Commercial Designation. Also, Planning Commission recommended to City Council that a portion of this property be placed in CR, Rural Commercial and removed from A-2, Rural Agricultural Designation. At its same meeting, Planning Commission recommended to City Council the approval of the preliminary plat for Dollar General Alameda Addition.
DISCUSSION: The proposed development will feature the development of a 7,200 square foot stand alone discount store. As such, the development is expected to generate 100 trips per day and 36 PM peak hour trips. The trip generation potential for this development is well below the threshold for when a traffic impact study is required. Traffic capacities on nearby arterial roadways exceed the demand for existing and proposed trips as a result of this development. No negative traffic impacts are anticipated. See Attachment A.
Access to the proposed development will be on the north side of Alameda Drive directly opposite the new Oliphant Avenue approach to Alameda Drive and immediately west of Fire Station 6. A site visit was conducted on Friday, August 17, 2012, to determine if sufficient sight distance exists at the proposed site access location. With a 50 mph posted speed on Alameda Drive, the available sight distance at the proposed intersection with Alameda Drive should be equal to or greater than 590 feet. Based upon the observations during the sight visit, adequate sight distance will be available at the proposed site access intersection with Alameda Drive.
Public improvements for this property consist of the following:
1. Streets. Alameda Drive is existing. With the final platting, a ten foot (10') wide paved shoulder will be installed.
2. Sanitary Sewer. This property will utilize a private sanitary sewer system for Lot 1. Its approval will be subject to City of Norman and State Department of Environmental Quality Standards.
3. Drainage. A privately maintained detention facility will be utilized for Lot 1. No development is proposed for Lot 2.
4. Fire Protection. The City of Norman Fire Department, located east of the property, will provide fire protection for the facility. The store will utilize a facility for storage in order to provide fire protection. This will be a privately maintained facility.
5. Public Dedications. All rights-of-way and easements will be dedicated to the City.
STAFF RECOMMENDATIONS: Currently, the owner is going through the rezoning/platting process in order to construct a Dollar General store on Lot 1. The preliminary plat indicates how Lot 2 could be developed, however, the plans for Lot 2 is to sell the property to an adjacent property owner that will incorporate into his ownership by means of a certificate of survey at the time of final platting of the store.
Staff recommends approval of the preliminary plat for the Dollar General Alameda Addition subject to the approval of the Land Use Plan Change and Ordinance No. O-1213-12.
