CONTRACT K-2021-87:  A PROJECT AGREEMENT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE OKLAHOMA DEPARTMENT OF TRANSPORTATION (ODOT) FOR PROJECT STP-214(D)(113)AG, STATE JOB 34983(04), FOR THE INSTALLATION OF A NEW TRAFFIC SIGNAL AT THE INTERSECTION OF ALAMEDA STREET AND SUMMIT LAKES BOULEVARD/LOCHWOOD DRIVE AND ADOPTION OF RESOLUTION R-2021-80.

BACKGROUND: The 2012 - Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation funding bill allocates approximately $21 Million in Federal funds per year for the implementation of eligible transportation improvements in the Oklahoma City metropolitan area. New traffic signals along federal functionally classified roads are eligible for 100% federal funding.

 

On February 13, 2007, City Council adopted Resolution R-0607-83 requesting federal funds for the construction of the new traffic signal and its interconnection to signals along Alameda Street east of 24th Avenue SE.  The project was submitted to the Association of Central Oklahoma Governments (ACOG) with a request to include it in the Regional Transportation Improvement Plan (TIP). This request was approved in January of 2020 by both the Intermodal Technical and Policy Committees of ACOG. As a result, transportation federal safety funds to pay up to $217,465 in construction costs were secured in Federal Fiscal Year 2021.  Total construction costs are estimated at just over $275,000.  Traffic impact fees are available to cover a large portion of the difference.

 

The intersection of Alameda Street and Summit Lakes Boulevard/Lochwood Drive became eligible for a traffic signal in accordance with the City’s traffic ordinance in the fall of 2019. The intersection serves large residential subdivisions on the north and south sides of Alameda Street (an aerial photo of this area is included in Attachment No. 1).

 

A Work Order with Garver, LLC, was negotiated on November 15, 2019, through the Agreement for On-Call Engineering and Environmental Services between the City of Norman/Norman Municipal Authority and Garver, LLC, dated October 11, 2019.  This Work Order was for the design of the project with an agreement to pay $24,978 for this service.

 

Final plans for the new traffic signal are nearing completion.  Plans at a 90 percent completion level have been submitted to the Oklahoma Department of Transportation (ODOT) with an understanding that the project is progressing toward a May 20, 2021, bid opening. Construction is anticipated to begin in the summer of 2021 with completion of the work expected in December of 2021.  The estimated construction cost of $278,156 will be funded with 100% federal funds up to $217,465 as a safety improvement project.   The City’s estimated share of $60,691, or 21.8 percent, will be paid with a combination of Capital Funds and previously-collected traffic impact fees.  The Federal Grant was capped because this was the last (lowest priority) project selected for the Oklahoma City TIP and the amount of available funds were less than the estimated construction costs.

 

DISCUSSION: The Oklahoma Department of Transportation requires the City to execute a project agreement and to adopt it by resolution before letting the project to contract. The agreement addresses the responsibilities of the City and the Department during and after the construction of the project. The execution of three original documents is required. Both the resolution and agreement have been reviewed by staff and approved by the City Attorney.

 

STAFF RECOMMENDATION: Staff recommends approval of Contract K-2021-87 and Resolution R-2021-80 with ODOT for the Alameda Street and Summit Lakes Boulevard/Lochwood Drive intersection signalization project.
