CONSIDERATION AND AWARDING OF BID 1516-46 FOR THE INSTALLATION OF PAVEMENT MARKINGS FOR THE TRAFFIC CONTROL DIVISION AND BUDGET APPROPRIATION FROM THE GENERAL FUND BALANCE.

BACKGROUND: The Traffic Control Division is responsible for the installation and maintenance of pavement markings on more than 200 miles of public roadways within the corporate limits of the City of Norman. Four primary types of materials are utilized for this purpose: waterborne paint, thermoplastic, multi-polymer and raised pavement markers. City forces concentrate most of their efforts on the application of waterborne paint while private contractors do the majority of the thermoplastic and multi-polymer markings and all of the raised pavement markers.
DISCUSSION: In order to expedite and streamline the process involved in the application of markings by private contractors, staff developed specifications for an annual contract that gives the Public Works Department a dependable source for the installation of markings at guaranteed unit prices.
The specifications have two distinct sections: Section I for the installation of thermoplastic and multi-polymer markings and for the removal of existing pavement markings, and Section II for the installation of raised pavement markers. Bidders were asked to submit unit prices on individual items within each section based upon the estimated quantities that were provided.
Bids were opened on February 18, 2016, for contractor(s) that will be available to install thermoplastic and multi-polymer striping and raised pavement markers to the City on an as-needed basis. Bids were received from three of the four vendors who were sent bid packages. The low bidder for Section I, Plastic and Multi-polymer, is RCC Traffic, LLC (Oklahoma City, OK). The low bidder for Section II, Raised Pavement Markers, is Action Safety Supply Company (Oklahoma City, OK). The bid tabulations for both Sections are attached. Staff will closely monitor expenditures for these items and will adjust quantities as necessary to remain within the budgeted amount.
In addition, Healthplex Parkway, from its intersection with Tecumseh Road south and then west to its intersection with 36th Avenue NW, is in urgent need of new pavement markings. Funds from the fiscal year 2015-2016 (FYE 2016) pavement marking allocation were exhausted before this road could be re-striped. Therefore, staff is requesting an appropriation of funds from the General Fund Balance to cover the costs associated with the re-striping of this segment of roadway utilizing the services of RCC Traffic, LLC. Staff determined the quantities and the various elements that will be needed in this effort. During this evaluation process, all elements, except the application of YIELD lines, were included in BID-1516-46. Staff contacted RCC Traffic, LLC, to request a unit price for the application of YIELD lines. This cost was provided and is attached for reference. After adding this cost to the other items that were part of bid B-1516-46, the total cost to re-stripe Healthplex Parkway was determined to be $12,662. This tabulation is also attached.
RECOMMENDATION:Staff recommends that Bid 1516-46 be awarded to the following companies as the overall lowest bidders meeting all of the specifications:
Section I - Plastic and Multi-polymer, to RCC Traffic, LLC (Oklahoma City, OK)
Section II - Raised Pavement Markers. to Action Safety Supply Company (Oklahoma City, OK)
The amount in the proposed FYE 2017 budget for installed pavement markings is $90,686 (account 010-5023-429.42-35 - Pavement Marking)
To address the urgent need for new pavement markings on Healthplex Parkway during the current fiscal year (FYE 2016), staff also recommends the following appropriation from the General Fund Balance:
