CONTRACT K-1415-120:  A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND C. H. GUERNSEY & COMPANY IN THE AMOUNT OF $39,400 TO PROVIDE SURVEYING, ENGINEERING, AND DESIGN SERVICES FOR THE GRAY STREET WATER LINE REPLACEMENT PROJECT.

BACKGROUND:  The Gray Street Waterline Replacement Project (WA0202) provides for replacement of approximately 3,600 feet of deteriorated 12-inch and 6-inch cast iron water line along Main Street, Flood Avenue, Gray Street and University Avenue. The cast iron pipe was constructed over 50 years ago and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to the water line are time consuming for staff and very disruptive to traffic in the area as repairs are completed.
 
It is expected the 6-inch water line will be upsized to 8-inches in diameter to improve water transmission and to be constructed of non-corrosive materials such as PVC. It is also expected the project will include several bores under major intersections to reduce impact of construction in the area. C. H. Guernsey has submitted a proposal to perform the necessary design.
 
DISCUSSION:  C. H. Guernsey and Company (Guernsey) of Oklahoma City has submitted proposals on other NUA projects and although they are very qualified and their proposals were highly ranked. Guernsey has never been selected for a Utilities project. Due to the relatively small size of the project and the need to complete work in a timely manner, staff has selected Guernsey to perform the design for the Gray Street Waterline Replacement project.
The proposed contract will authorize C. H. Guernsey and Company of Oklahoma City, OK to provide surveying, preliminary design, and final design associated with the construction of approximately 1,350 feet of 12-inch water line along Main Street and approximately 2,250 feet of 8-inch water line along Flood Avenue, Gray Street and University Avenue.
 
The proposed contract amount of $39,400 for the surveying and design was negotiated by staff. The FYE15 design budget (account #031-9521-462.62.01) for the Gray Street Waterline Replacement (WA0202) includes $83,000 which is adequate to fund the contract. Design is expected to be complete by October, 2015.
 
RECOMMENDATION:  Staff recommends the NUA approve Contract K-1415-120 in the amount of $39,400 with C. H. Guernsey and Company.
