CONSIDERATION OF AWARDING OF BID NO. 1314-52 AND THE NORMAN MUNICIPAL AUTHORITY’S APPROVAL OF CONTRACT NO. K-1314-128 WITH NICHOLS LANDSCAPING COMPANY, INC., IN THE AMOUNT OF $55,899.94, PERFORMANCE BOND NO. B-1314-92; STATUTORY BOND NO. B-1314-93; AND MAINTENANCE BOND NO. MB-1314-85 FOR THE NORMAN TRANSFER STATION FENCING PROJECT.

BACKGROUND: The Norman Municipal Authority (NMA) Transfer Station is located at 3901 S. Chautauqua just south of State Highway 9. The Transfer Station is the centralized facility where residential and commercial non-hazardous solid waste is unloaded from collection vehicles and then loaded into larger tractor trailer vehicles for transfer to a solid waste landfill outside of Norman. The Transfer Station building was placed in operation on July 1, 2011.
DESCRIPTION: The fence surrounding the Transfer Station is in bad condition and needs to be replaced to properly secure the area. Additional fence is also needed in several areas after the construction of the new facility. The project includes replacement of the existing fence along with the addition of some new fencing that separates the Transfer Station site from the OU bird sanctuary just to the north.
The advertisement for Project Bid No. 1314-52 bid was published in the Norman Transcript on March 20 and March 27, 2014. Bids were received from five contractors on April 17, 2014. The low bidder was Nichols Landscape Co., Inc. of Stephens, AR with a low bid of $55,899.64. The other bids ranged from $58,700 to $75,265.80.
The Transfer Station project construction account (033-9975-432.61-01; project SA0002) contains an unencumbered balance of $106,219.67. Therefore, adequate funds to construct the fence are remaining in the current Transfer Station Construction Account.
RECOMMENDATION: It is recommended that the NMA accept the bids received in response to Bid No. 1314-52 and award the bid to Nichols Landscape Co., Inc. of Stephens, AR; that the NMA approve Contract No. K-1314-128 in the amount of $55,899.64 with Nichols Landscape Co., Inc., Performance Bond No. B-1314-92, Statutory Bond No. B-1314-93, and Maintenance Bond No. MB-1314-85; all bonds being the amount of the construction contract.
