CONTRACT K-1819-6:  A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND ALAN PLUMMER AND ASSOCIATES, INC., IN THE AMOUNT OF $280,000 TO PROVIDE ENGINEERING SERVICES RELATED TO FINAL DESIGN, BIDDING AND CONSTRUCTION ADMINISTRATION FOR THE ROBINSON WATER LINE REPLACEMENT PROJECT, PHASE III, LOCATED BETWEEN 24TH AVENUE N.W. AND FLOOD AVENUE.

BACKGROUND:  The Robinson Waterline (WL) Replacement project will ultimately replace over 6 miles of 16, 24 and 30-inch deteriorated and undersized waterlines between the Brookhaven Elevated Water Storage Tank and the Water Treatment Plant (WTP). This waterline is generally constructed of cast iron or ductile iron pipe installed in the 1960’s and early 1970's; the waterline has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive, time consuming for Norman Utilities Authority (NUA) and Norman Public Works staff and are disruptive to traffic in the area as repairs are completed.

 

Initially, the Robinson Waterline Under I-35 was created (Project WA0195) to replace and enlarge the existing waterline along Robinson between 24th Avenue NW and the Robinson Water Tower; the estimated cost to complete this project is $7.1 million (M) continuing through the end of 2019. Later, the Robinson Waterline Replacement, 24th NW to WTP (Project WA0242 attached) was created to complete the remainder of the replacement project; the estimated cost to replace waterlines along 4.5 miles of Robinson is $14.1 M over the next five years.

 

Request for Proposal (RFP) 1314-28 was distributed to consultants and the review team selected Alan Plummer Associates, Inc. (APAI), with offices in Oklahoma City and Fort Worth, Texas, as most qualified consultant for the project. On January 28, 2014, the NUA approved Contract K-1314-110 with APAI for preliminary design (30% completion), surveying and geotechnical services associated with the construction of approximately 5,300 feet of waterline along Robinson, between 36th Avenue NW and 24th Avenue NW (extended) and crossing I-35. At completion of the preliminary design phase, NUA staff found it necessary to subdivide the original project scope into two sections (Phases I and II) due to constructability and to remain within the original project budget.

 

On October 14, 2014, the NUA approved Amendment No. 1 to Contract K-1314-110 authorizing APAI to provide final design, bidding and construction management for the Phase I waterline. Phase I replaced approximately 3,400 feet of deteriorated 24-inch waterline and 3,400 feet of deteriorated 12-inch waterline along Robinson generally between Brookhaven Creek and 24th Avenue NW (extended).

 

On November 10, 2015, the NUA approved Amendment No. 2 to Contract K-1314-110 authorizing APAI to provide final design, bidding and construction management of approximately 1,900 feet of 30-inch waterline crossing under Brookhaven Creek and 36th Avenue NW to Brookhaven Boulevard. On April 25, 2017, the NUA approved Amendment No. 3 to the contract authorizing APAI to provide these same services for an additional 1,800 feet of 30-inch waterline from Brookhaven Boulevard to the existing Brookhaven elevated water storage tank.

 

Bids for the construction of the Robinson Waterline Replacement Phase II project are scheduled to be received in Fall 2018, with construction beginning in the second week of January 2019; the Phase II project will include about 3,700 feet of 30-inch waterline, numerous reconnections to other waterlines at 36th Avenue NW and reconstruction of about 5,100 square yards of paving in the southern-most east bound lane of Robinson for the full extent of the project.

 

DISCUSSION:  Proposed Contract K-1819-06 will initiate the Robinson WL Replacement Project (WA0242) and authorize APAI to provide preliminary and final design, bidding and construction administration for about 6,800 feet of 30-inch and 2,100 feet of 12-inch waterline between 24th Avenue NW (extended) and Flood Avenue (the Phase III project). The proposed new work is illustrated in the attached map.  The proposed project schedule is shown in Attachment A, the proposed work scope is detailed in Attachment B and the proposed cost is detailed in Attachment C to the contract.

The proposed contract totals $280,000 and is broken out into lump sum tasks in Attachment C. The contract amount was negotiated by staff and equates to about 7.1% ($185,000) for design phase services and 2.9% for bidding and limited construction phase services ($75,000) based on the preliminary estimate of $2,600,000 for construction. The contract also includes $20,000 for additional surveying and design for an alternate design/bid related to re-connections to numerous waterlines at the intersection of Robinson and 36th Avenue NW in Phase II.  The Phase III waterline design is expected to be complete in approximately 8 months with bidding in early summer 2019.

 

Unencumbered funds in the amount of $545,000 are available in Robinson WL Replacement Project, Design (account 031-9683-462.62-01; project WA0242) and is sufficient to fund the proposed contract.  $2,558,000 is allocated to the Construction account (031-9683-462.61-01).

 

RECOMMENDATION:  Staff recommends the NUA approve Contract K-1819-06 totaling $280,000 with Alan Plummer and Associates, Inc. for final design, bidding and construction phase services for the Robinson Waterline Relocation Phase III project (WA0242).
