EASEMENT E-1819-54: CONSIDERATION OF ACCEPTANCE OF A PERMANENT PUBLIC WATER LINE EASEMENT FROM THE DEPARTMENT OF MENTAL HEALTH AND SUBSTANCE ABUSE SERVICES REAL PROPERTY TRUST IN THE AMOUNT OF $47,716.20 FOR THE ROBINSON WATER LINE PROJECT FROM THE WATER TREATMENT PLANT TO 24TH AVENUE N.E.

BACKGROUND: On September 11, 2018 the Norman Utilities Authority (NUA) approved Contract K-1819-59 authorizing Freese and Nichols, Inc. to proceed with survey, design, and construction management services for the Robinson Water Line Project, Water Treatment Plant (WTP) to 24th Avenue N.E. The project includes approximately 2,000 feet of 42” water line; 315 feet of 30” water line; and 2,550 feet of 6” C900 polyvinyl chloride (PVC) water line installation, valves, and appurtenances.
Easements were necessary to accommodate the project and were also necessary for the companion project of utility relocation associated with the 24th Ave NE Street Widening project. With the current road widening along 24th Ave NE and the potential widening of Robinson east of 24th Ave NE, easements were necessary to construct a new, larger water line to deliver water from the water treatment plant (WTP) to the main water distribution system. This provided an opportune time to relocate the line from beneath the planned road improvements and replace with a larger new line within its own water line easement. Norman legal staff worked with Department of Mental Health legal staff and negotiated several easements; four of these pertain to this project.
The Robinson Water Line project bids were opened April 25th, 2019 and a construction contract will be forwarded to the NUA for approval in the near future.
DISCUSSION: Proposed permanent waterline easement E-1819-54 is 15 feet in width and extends west from the Water Treatment Plant to a large vault and will accommodate the larger 42-inch water line. It is legally described and pictorially represented in the attached easement documents. The easement was appraised at $1.50 per square foot (SF) by White Valuation Services, Inc. Since the total easement is 31,810.8 SF, the price of the easement is $47,716.20. Funds in the amount of $869,800 are budgeted in Waterline Replacement, Land (account 031-9683-462.60-01; project WA0242). Staff recommends acquisition of this easement.
RECOMMENDATION: Staff recommends acquisition of Easement E-1819-54, a permanent public water line easement from the Department of Mental Health and Substance Abuse Services Real Property Trust in the amount of $47,716.20.
