B_1213-95, MAINTENANCE BOND NO. MB-1213-88, AND RESOLUTION NO. R-1213-138 FOR THE WOODSLAWN PARK PLAYGROUND EQUIPMENT PROJECT AND BUDGET APPROPRIATION.

BACKGROUND: In Spring of 2013, the playground unit at Woodslawn Park was destroyed by vandals and has since been removed from the park. A police report was filed; however no suspects have been identified to this date.
Woodslawn Park is a neighborhood park located near Adams Elementary School. The park is unique by the fact that it is split into two sections. The park is divided by Highland Parkway creating an east and west side of Woodslawn Park. The west side of the park is located adjacent to Adams Elementary School which has playground equipment suited for children ages 5-12 years old. The west side of the park also has a backstop and soccer goals.
The east side of the park is where the playground equipment was vandalized. The playground equipment being replaced was designed for children ages 2-5 years old. Staff received quotations for equipment specifically for this age group. All quotations were for an installed price with synthetic turf safety surfacing.
Woodslawn Park is an older park which over the years has utilized its park development funding for other improvement projects within the park. The neighborhood around the park is built out-thus, the park has not generated any development fees in years and most likely will not in the foreseeable future.
DISCUSSION: During the first week of May, 2013, staff received price quotations for the Woodslawn Park Playground Equipment Project. Quotations were obtained from three playground equipment vendors. The quotations were for specific aged playground equipment, 2-5 year olds, which also included tot swings and synthetic turf safety surfacing.
The lowest and best quote came from ACS Playground Adventures, Inc. The design includes one modular unit which offers one double slide, one play panel, one climbing ladder, one over-head climbing component, a one bay tot swing (two tot bucket swings) and one spring pod bouncer as well as synthetic turf and pad impact material. This design provides the most play value compared to the other designs submitted.
Staff recommends awarding Contract No. K-1213-197 to ACS Playground Adventures, Inc, in the total amount of $34,533 for the Woodslawn Park Playground Equipment Project.
RECOMMENDATION NO 1: It is recommended that the City Council approve the appropriation of $34,533 from the Capital Fund Balance (050-0000-253.20-00) to Project No. PR0143, Woodslawn Park Improvements. Construction (050-9673-452.61-01)
RECOMMENDATION NO. 2: It is recommended that the contract for playground equipment be awarded to ACS Playground Adventures, Inc., in the amount of $34,533. Funding is available from Woodslawn Park Improvements, Construction (account #050-9673-452.61-01; project PR0143).
RECOMMENDATION NO. 3: It is further recommended that Contract No. K-1213-197, Performance Bond No. B-1213-94, Statutory Bond No. B-1213-95, and Maintenance Bond No. MB-1213-88
RECOMMENDATION NO.4: It is further recommended ACS Playground Adventures, Inc., be authorized and appointed as project agent for the Woodslawn Park Playground Equipment Project by Resolution Number No. R-1213-138.
