B-1213-65, MAINTENANCE BOND NO. MB-1213-58, AND RESOLUTION NO. R-1213-101 FOR THE MCGEORGE PARK PLAYGROUND EQUIPMENT PROJECT.

BACKGROUND: Funding for the McGeorge Park Playground Replacement Project (GC0050) was approved by the City Council as part of the CDBG Action Plans for FYE 09, 10, 11, and 12.  This project includes the removal of older playground equipment and replacing it with a new modular unit which includes climbing components and slides, swings (belt and tot), see-saw, climbing dome, and synthetic grass safety surfacing.  Also, the play features will be placed on higher ground to avoid the regular flooding that occurs near the drainage channel in that park.
 
DESCRIPTION: On 11 and 18 January, 2013, RFP No. 1213-64 for the McGeorge Park Playground Replacement Project was advertised in the Norman Transcript, Southwest Construction News, Bid News and Dodge Report.  Requests for proposals were distributed to nine playground equipment vendors, six of whom responded with complete proposals.
 
Parks and Recreation staff carefully evaluated the playground proposals based on their providing the optimum number and diversity of play events, play area and age appropriateness for the neighborhood.  The equipment being recommended should provide the best "play value" within the available funding.
 
RECOMMENDATION NO.1: It is recommended that RFP 1213-64 be awarded to Rex Playground Equipment in the amount of $70,000.  Funding is available as follows:
 
Capital Projects/Parks and Recreation (021-4059-463.61-03) $25,000
Capital Projects/Parks and Recreation (021-4062-463.61-03) $20,000
Capital Projects/Parks and Recreation (021-4067-463.61-03 ) $20,000
Capital Projects/Parks and Recreation (021-4071-463.61-03)   $5,000
Estimated Budget - $70,000
 
RECOMMENDATION NO.2:  It is further recommended upon approval of RFP No.1213-64 that the following contracts and bonds be approved:

Performance Bond No. B-1213-64
Statutory Bond No. B-1213-65

RECOMMENDATION NO.3:  It is further recommended that upon approval of RFP No. 1213-64 that Rex Playground Equipment be authorized and appointed as project agent for the McGeorge Park Playground Replacement Project by Resolution No. K-1213-101.
