CONTRACT K-1617-93:  A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND POE AND ASSOCIATES IN THE AMOUNT OF $194,000 TO PROVIDE SURVEY, DESIGN, AND CONSTRUCTION MANAGEMENT SERVICES FOR THE SEGMENT D WATER LINE PROJECT, PHASE 4.

BACKGROUND:  As part of the development of the Water System Computer Model, numerous projects were identified and prioritized to enhance the Norman Water Utility distribution system’s ability to convey water across the City of Norman. These improvements were prioritized based on their impact on the system's ability to distribute water to users during peak and emergency demand periods.

 

The Segment D Waterline encompasses the southern portion of the 24-inch loop that encompasses Norman’s water distribution area, beginning from the Water Treatment Plant.  The project was divided into phases to meet financial constraints.

 

Phase 1 consisted of approximately 3,700 linear feet (LF) of 24-inch diameter waterline along State Highway 9, extending west from Marshall Avenue to the intersection of Jenkins Avenue and Highway 9. PSA-Dewberry, Inc. completed the Phase 1 design and Matthews Trenching completed construction in March 2007.

 

In August 2006, Crafton, Tull & Associates was selected to design Phase 2 of the Segment D Waterline. On September 26, 2006, the Norman Utilities Authority (NUA) Trustees approved Contract K-0607-55 with Crafton, Tull & Associates, Inc. (CTS) to perform the field survey, geotechnical investigations, design, and bidding assistance. Design of the project was essentially complete for several years but construction was delayed to insure adequate funding and water rate structures would be available for the raw water line and new water well installation projects.

 

Phase 2 of the Segment D Waterline Project resumed through a portion of the Berry Road Waterline (Phase I), where a 24-inch waterline was designed by Poe and Associates (Poe), and Central Contracting completed construction August 24, 2015. This waterline was installed along Lindsey Street from Chautauqua Avenue to Berry Road and was a joint funded project with the University of Oklahoma (OU).  

 

Phase 3 of the Segment D Waterline Project, with the need to relocate water lines for the Lindsey Street widening project, was resumed, and 24-inch diameter pipe was installed along Lindsey from 24th SW to Berry Road where it connected to the 24-inch Berry Road Waterline Phase I. 

 

DISCUSSION:  For continuity of this project, Poe and Associates of Oklahoma City was selected by staff to design the final Segment D Water Line, Phase 4, that will install approximately 2-miles of 24-inch diameter water line from Chautauqua and Lindsey to Jenkins and Highway 9 along a route to be determined as a part of the project.  This will complete the southern loop as suggested in the Water System Computer Model.  In addition, Poe has a close relationship with the University of Oklahoma, and this project will require close coordination and easement acquisition with OU staff. Contract K-1617-93 will authorize Poe to perform field surveying, preliminary design, final design, and construction management services for the Segment D. Water Line, Phase 4. Staff has negotiated the contract scope and amount and recommends approval of Contract K-1617-93 in the amount of $194,000.

 

The Fiscal Year Ending (FYE) 2017 budget currently has $314,541 in Design (Account 031-9360-462.62-01, WA0239) which is ample to fund the proposed design contract.

 

RECOMMENDATION: Staff recommends that the NUA approve Contract K-1617-93 for $194,000 with Poe and Associates of Oklahoma City.
