AMENDMENT NO. ONE TO CONTRACT K-1213-119: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CARDINAL ENGINEERING, INC., INCREASING THE CONTRACT BY $14,019 TO PROVIDE ADDITIONAL ENGINEERING DESIGN SERVICES TO ADD ONE-HALF MILE OF WATER LINE TO THE HIGHWAY NINE WATER LINE RELOCATION PROJECT.

BACKGROUND: On November 23, 2011, the City received a letter from the Oklahoma Department of Transportation (ODOT) informing the City of plans to perform construction on Highway 9 beginning just west of 24th Avenue SE and extending east along State Highway 9 for approximately 1.5 miles. In the letter, ODOT notified the City of its responsibility to relocate City utilities in advance of construction.
On November 13, 2012, the NUA approved Contract K-1213-119 in the amount of $47,000 with Cardinal Engineers for the design work for the Highway 9 Waterline Relocation Project. The construction will require the relocation of a 12-inch water line that supplies water service to Summit Valley Subdivision, Norman Business Park and Saxon Industrial Park. During the relocation of the 12-inch waterline, Summit Valley Subdivision, Norman Business Park and Saxon Industrial Park will be serviced by a single 8 inch ductile iron water line.
DESCRIPTION: Amendment No. 1 to Contract No. K-1213-119 provides for the design of an additional 12 inch waterline that is approximately one half mile in length along the north side of Hwy 9 and will provide a second feed to the area of Summit Valley, Norman Business Park, and Saxon Industrial Park. This additional line will enhance service and reduce the likelihood of water outages. Therefore, Staff recommends the additional waterline be added to this project.
Cardinal has provided an amendment in the amount of $14,019 for the additional design. This would increase the contract total from $47,000 to $61,119. The project (WA0191) has $109,000 available for the design work in Account # 031-9727-462.62-01 for the additional work.
RECOMMENDATION: Staff recommends the NUA approve Amendment No. 1 to Contract K-1213-119.
