CONSIDERATION OF SUBMISSION OF THE CERTIFIED LOCAL GOVERNMENTS (CLG) PROGRAM 2013 APPLICATION FOR FUNDING IN THE AMOUNT OF $10,200 TO BE SUBMITTED TO THE OKLAHOMA STATE HISTORIC PRESERVATION OFFICE AND BUDGET APPROPRIATION.

BACKGROUND:  On April 14, 1998, Council approved Contract K-9798-108 with the Oklahoma State Historic Preservation Office (SHPO) making Norman a member city in the Certified Local Governments (CLG) Program. The CLG Program is part of the U.S. Department of the Interior’s national program for development and support of local historic preservation programs. Since its initial participation in 1998, the City of Norman has received an annual average allocation of $11,400 in CLG grant funds. Total funding over the 13 years of CLG program participation is $148,000.  In February SHPO notified the City of Norman that we were eligible to apply for up to $15,000 in CLG funding for the 2012-2013 program year.

 

Designation as a CLG city recognizes Norman’s historic preservation efforts and entitles the City to apply for a portion of the education/outreach funding set aside by the SHPO out of each year’s budget.  Funding is intended to be used for historic research and public education and outreach programs. Over the past 14 years, Norman CLG funding has been used to create public information and educational materials about historic preservation, to conduct historic and architectural surveys, and to host free, hands-on training programs in historic wood window and floor repair and repair of historic masonry. 

 

DISCUSSION On April 1, 2013, the Historic District Commission voted to apply for funding to undertake the projects described below. The CLG Program requires a 60/40 in-kind match. In order to receive $10,200 in CLG grant funds, the City must document a minimum of $6,800 in matching funds.  Matching funds are primarily derived by in-kind contributions of staff time and by the annual $2,200 (account 010-4080-419.40-03) contribution from the City of Norman General Fund. Any project costs above those covered by the FY11 CLG grant will come from that account.

 

Proposed 2013-2014 CLG projects and budget include the following:  Activity

 

Project 1.  Two, One-Day Workshops on Historic Wood Siding Repair led by Bob Yapp, Belvedere School for Historic Preservation.  These workshops will provide training for up to 32 people to learn to restore historic wood siding.  Workshop site to be determined.  The workshops will be free to participants.  Observers will be welcome as space allows.

 

Project 1 Budget $6,200

 

Project 2.  Send Staff Member and Historic District Commissioner to the National Alliance of Preservation Commissions Biennial Forum, July, 2014, in Philadelphia, PA

 

Project Budget $4,000

RECOMMENDATION:  Staff has reviewed the proposed CLG 2013-2014 Application for Funding and recommends authorizing the submission of the Certified Local Government Program application to the State Historic Preservation Office in the amount of $10,200.
