INCREASING THE CONTRACT AMOUNT BY $118,699.50 FOR A REVISED CONTRACT AMOUNT OF $728,325.50 ADDING IOWA STREET BETWEEN PICKARD AVENUE AND FLOOD AVENUE TO THE PROJECT AND ADDING 34 CALENDAR DAYS FOR THE PICKARD AVENUE RECONSTRUCTION PROJECT FROM KANSAS STREET TO ACRES STREET.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved the Street Maintenance Bond Program, a 5-year, 4-phase program to address maintenance needs on neighborhood streets. The four categories include (1) Urban Asphalt Street Rehabilitation, (2) Urban Concrete Street Rehabilitation, (3) Urban Road Reconstruction and (4) Rural Road Rehabilitation.  Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of Road Reconstruction projects included in the 2016 GOB Election:

 

2017 - Lahoma Street - Gray Street to Nebraska Street

2018 - Lahoma Street - Nebraska Street to Hughbert Street

2019 - Walnut Road - South 2700 Block to Imhoff Road

2020 - McCall Drive - Chautauqua Avenue to Pickard Avenue

2021 - Pickard Avenue - Kansas Street to Acres Street

 

Pickard Avenue is located in an established residential neighborhood.  The current roadway is constructed of concrete pavement with curb and gutter.  The concrete pavement is in poor condition, and the substructure has failed in several locations along the 0.50 lane-mile stretch of the roadway. The reconstruction project involves removal of the existing pavement and curb and gutter, stabilizing the subgrade, installing new storm sewer, and placing new asphalt pavement and ADA-compliant driveways.

 

Engineering design for the Pickard Avenue Reconstruction Project was provided by Atkins North America, Inc.  On March 14, 2017, City Council approved Contract K-1617-98 with Atkins North America, Inc. in the amount of $112,900 for Final Design Services for the Street Maintenance Bond Reconstruction Project - Pickard Avenue from Kansas Street to Acres Street.  On April 28, 2020, City Council approved Amendment #1 to Contract K-1617-98 with Atkins North America, Inc., in the amount of $19,500 for additional design services to address existing drainage issues for the Street Maintenance Bond Reconstruction Project - Pickard Avenue from Kansas Street to Acres Street.

 

Bid documents and specifications for the Pickard Avenue Reconstruction Project were advertised on July 30, 2020 and August 6, 2020 in accordance with State Law.  Five (5) bids were received on August 20, 2020. The low bidder was Nash Construction Company, Inc. of Oklahoma City, Oklahoma. 

 

On September 22, 2020, City Council awarded the Pickard Avenue Reconstruction Project, Contract K-2021-5, to Nash Construction Company, Inc. in the amount of $609,626.

 

DISCUSSION:  Paving maintenance of several of the streets in the vicinity of the Pickard Avenue Reconstruction Project was completed in recent years, including Iowa Street and Dakota Street.  One block of Iowa Street between Pickard Avenue and Flood Avenue was excluded from the previous multi-block reconstruction project because it was already upgraded to an urban section including a stormwater system.  A recent review of this portion of Iowa Street revealed that the concrete paving should be repaired or replaced in multiple locations.  Because this portion of Iowa Street is adjacent to the upcoming Pickard Avenue Reconstruction project, staff recommends adding Iowa Street from Pickard Avenue to Flood Avenue to the scope of the upcoming Pickard Avenue Reconstruction Project.

 

The Pickard Avenue Reconstruction Project bid well below the budget of $1,103,052.  The contract awarded by City Council was in the amount of $609,626.  Staff proposes utilizing a portion of the surplus budget to add the needed work on Iowa Street.  If approved, this change order will involve removal of the existing concrete pavement, stabilization of the subgrade, and construction of a new asphalt street.

 

Change Order No. 1 addresses the quantity changes associated with adding the reconstruction of Iowa Street from Pickard Avenue to Flood Avenue to the project scope, resulting in an increase of $118,699.50, increasing the total contract amount from $609,626 to $728,325.50 or 19%.  This Change Order No. 1 also adds 34 calendar days to the contract schedule. 

 

If approved, this change order will be funded from the Urban Road Reconstruction Project, Construction account (50593385-46101; BP0480). 

 

Construction of the Pickard Avenue Project will begin in October 2020, with an estimated completion of April 7, 2021. 

 

RECOMMENDATION NO. 1:  Staff recommends approval of Change Order No. 1 to Contract K-2021-5 for the Street Maintenance Bond Program - Pickard Avenue Reconstruction Project, increasing Contract K-2021-5 by $118,699.50, and adding 34 calendar days to the schedule.
