CONSIDERATION OF CONTRACT NO. K-1213-45 WITH H & H CONSTRUCTION IN THE AMOUNT OF $44,700; PERFORMANCE BOND NO. B-1213-13; STATUTORY BOND NO. B-1213-14, MAINTENANCE BOND NO. MB-1213-7, AND RESOLUTION NO. R-1213-24 FOR THE LITTLE AXE PARK SIDEWALK IMPROVEMENTS PROJECT
ACTION NEEDED: Motion to approve or reject Contract No. K-1213-45 with H & H Construction in the amount of $44,700 and the performance, statutory, and maintenance bonds; authorize execution of the contract; direct the filing of the bonds; and adopt Resolution No. R-1213-24.

BACKGROUND: Funding for the Little Axe Park Sidewalk Improvements Project was approved during the Fiscal Year Ending 2012 Capital budget process. Included in this project is the removal of the existing sidewalks which do not meet current ADA guidelines and replacing them with new sidewalks which meet the current ADA guidelines. The project also includes the replacement of on old retaining wall constructed of railroad ties with a new concrete wall.
DESCRIPTION: In the months of July and August, 2012, staff met with three concrete contractors on site at Little Axe Park. Each contractor received a set of specifications detailing the layout and construction of the new sidewalks and retaining wall. The specifications were provided by Cardinal Engineering. All three contractors submitted quotes based on the specifications provided by Cardinal Engineering.
The lowest and best quote to meet specifications was received from H&H Construction in the total amount of $44,700. The estimated budget for this project was $65,000.
Staff recommends that the contract be awarded to H&H Construction, in the amount of $44,700, as the lowest and best quotation to meet specifications.
RECOMMENDATION NO. 1: Is to recommend that City Council accept the quotation in the amount of $44,700 from H&H Construction for the Little Axe Park Sidewalk Improvements Project for the Parks and Recreation Department. Funding is available in Project No. PR0123, Little Axe Improvement Project, Construction (#050-9922-452.61-01).
RECOMMENDATION NO.2: It is further recommended upon acceptance of the project cost quotation, Contract No. K-1213-45, Maintenance Bond No. MB-1213-7, Performance Bond No. B-1213-13, and Statutory Bond No. B-1213-14 be approved.
RECOMMENDATION NO.3: It is further recommended upon approval of Contract No. K-1213-45 that H&H Construction be authorized and appointed as project agent for the Little Axe Park Sidewalk Improvement Project by Resolution No. R-1213-24.
