CONTRACT NO. K-1314-139:  A CONTRACT BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND COUR PAR GRILL D/B/A WESTWOOD GRILL FOR THE OPERATION OF THE WESTWOOD SWIM COMPLEX CONCESSION FOR THE PARKS AND RECREATION DEPARTMENT.

BACKGROUND:  As a customary service, the Westwood Swim Complex provides concession services to its patrons.  The concessions have been made available on a contractual basis by various concessionaires over the many years the pool complex has been in operation.

 

Barbara Melton, who has provided concessions at the Westwood Swim Complex for the last eight years, advised Parks and Recreation staff that she longer desired to operate the pool concession and has terminated Contract No. K-1011-143 for that service.

 

DISCUSSION:  Request for Proposal No. RFP-1314-59 was advertised in the Norman Transcript on April 11th and 18th, 2014.  An RFP was requested by one potential concessionaire, who responded with a complete proposal.  At this time we would like to recommend that City Council approve Contract No. K-1314-139 with Cour Par Grill dba Westwood Grill for the operation of the Westwood Swim Complex concession.  The proprietor of Westwood Grill, Mr. Deryck Courange, has provided the food services at the Westwood Golf Course restaurant for a year and a half and has done a very good job during that time.

 

The terms and conditions of proposed Contract No. K-1314-139 are the same as in previous contracts with the exception of section number nine in which the following statement has been added: “If the pool is unable to open for any reason, i.e. inclement weather, mechanical malfunction, etc., NMA will prorate the weekly lease at $25 per day.”

 

Among the terms of the contract, Cour Par Grill dba Westwood Grill agrees to the following: 

 

Operate in a wholesome manner complying with all rules and regulations of the State Board of HealthAcquire all permits and licenses necessary to do business

 

  • Keep prices charged at the concession reasonable and subject to the approval of NMA
  • Have the concession ready for business daily at least fifteen (15) minutes prior to scheduled activities
  • Pay a weekly amount of $175 during the pool season
  • Be responsible for ordering all food stuffs and payment thereof
  • Provide all necessary cleaning in the concession food preparation area
  • Be responsible for trash removal
  • Provide a good and sufficient liability insurance policy
  • Premises shall be subject to inspection by City staff at all times

 

RECOMMENDATION:  It is recommended that City Council approve Contract No. K-1314-139 with Cour Par Grill dba Westwood Grill for the operation of the Westwood Swim Complex concession.
