BACKGROUND:  On February 10, 2014 the Norman Utilities Authority (NUA) staff utilized the services of Garver Engineers under the on-call Contract K-0910-54 to provide engineering services for the Robinson Tower Tank Mixer project.  Garver prepared plans and specifications for the tank mixer construction.  The Department of Environmental Quality approved the permit on September 26, 2014 and the NUA acknowledged receipt of permit at the November 25, 2014 Authority meeting.  
 
Now complete, the project allows improved mixing of the water in the water tower which helps maintain water quality in the distribution system.  Tanks that are not well mixed can lead to low chlorine residuals and an increased chance of forming unwanted by-products from the disinfection process.  As part of this project, water quality was sampled fall of 2014 as a baseline. A future sampling is scheduled for fall of 2015 to compare and document improvements.  Staff will use findings to determine if other tanks within Norman could benefit from this or other mixing systems.
 
Council approved Contract K-1415-30 with Landmark Structures November 25, 2014 in the amount of $88,516.  There were no change-orders associated with this project.  Work began March 9, 2015 and was substantially complete by April 9, 2015.  Staff identified a faulty check valve while filling the tank so the contractor ordered replacements and made all repairs.  The tower was returned to service May 5, 2015.
 
DISCUSSION:  Staff performed a final inspection May 1, 2015.  All work was completed according to the specifications. Garver Engineers verified final pay estimate and staff hereby recommends final payment of the retainage in the amount of $4,425.80.
 
RECOMMENDATION: Staff recommends acceptance of Robinson Tower Mixing Project and authorization to make final payment to Landmark Structures in the amount of $4,425.80 from Water Tower Construction (account 031-9354-462.61-01; project WA0040).
