CONTRACT K-1415-78: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND MACARTHUR ASSOCIATED CONSULTANTS, L.L.C., IN AN AMOUNT NOT-TO-EXCEED $132,500 TO PROVIDE ENGINEERING AND DESIGN SERVICES FOR THE DAKOTA/IOWA STREET IMPROVEMENT PROJECT FROM BERRY ROAD TO UNIVERSITY BOULEVARD.

BACKGROUND: In the Norman General Obligation Bond Election of March 2, 2010, voters approved a 5-year, 4-phase program of Street Maintenance on neighborhood streets. The four phases include (1) Urban Asphalt Streets, (2) Urban Concrete Streets, (3) Rural Roads and (4) Road Reconstruction. Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following summarizes the status of the projects included in the 2010 GOB Election:

The final two projects in the “Road Reconstruction” category will require outside engineering design services due to the complexity of the storm water improvements. Those two projects involve nine (9) residential blocks of total road reconstruction on Dakota Street and Iowa Street.
DISCUSSION: The Dakota Street Project will reconstruct Dakota Street from Berry Road to University Boulevard (map attached). Currently, Dakota Street is a two lane asphalt street without curb and gutter. The storm water runoff is removed from the area through roadside ditches which drain poorly in their current condition. The primary goals of this project are to replace the driving surface, add curb and gutter to both sides of Dakota Street and improve the storm water system by installing underground pipelines and lowering the road to drain the storm water away from the homes.
The Iowa Street Project will reconstruct Iowa Street from Berry Road to University Boulevard (map attached). However, Iowa Street from North Pickard Avenue to Flood Avenue has previously been improved and will not be included as a part of this project. Currently, Iowa Street is a two lane asphalt street without curb and gutter. The storm water runoff is removed from the area through roadside ditches which drain poorly in their current condition. The primary goals of this project are to replace the driving surface, add curb and gutter to both sides of Iowa Street and improve the storm water system by installing underground pipelines and lowering the road to drain the storm water away from the homes.
Staff prepared a request for proposals (RFP) to solicit the engineering services necessary to prepare plans, specifications and bid package, and to provide technical assistance throughout the design and construction of the Iowa and Dakota Streets Projects. Sixteen (16) proposals were received for the project. The Selection Committee included three (3) staff members consisting of John Clink, Capital Projects Manager; Robin Gonnerman, Pavement Maintenance Coordinator; Josh Malwick, Capital Projects Engineer and two (2) private citizens including Tom Knotts, Owner of Redbud Ridge Vineyard and Winery; and Jared Schennesen, Traffic Engineer for the Oklahoma Department of Transportation. The Selection Committee members independently scored each proposal on a point scale as defined in the request for proposal. Upon review of the proposals by the Selection Committee, five (5) firms were selected for interviews. The proposal by MacArthur and Associates of Oklahoma City, Oklahoma was selected for the projects.
The attached engineering design services contract is written in a “Cost Not to Exceed” format in the amount of $132,500. If approved, only the City Council has authority to amend the contract in the future including any changes to the compensation. The contract services include:

As-Built Drawings
Funds are available in the project design account (Account 050-9385-431.62-01; Project BP0245). If approved, the design services for this project will be substantially completed by August 2015. Staff anticipates taking bids for construction of the project in January, 2016. Construction will begin on the project in April, 2016 with completion expected in October, 2016.
RECOMMENDATION: Staff recommends approval of Contract K-1415-78, between the City of Norman and MacArthur Associated Consultants, L.L.C., in the amount of $132,500 for the design of the Dakota and Iowa Streets Improvement Projects between Berry Road and University Boulevard.
