BACKGROUND:  This item is a final plat for South Lake Addition, Section 12, and is generally located east of Classen Boulevard (US Highway No. 77) and south of Renaissance Drive.
 
City Council, at its meeting of  September 11, 1984, adopted Ordinance No. O-8485-9 placing a portion of this property in C-1, Local Commercial District, with permissive use for an Automobile Service Station, and removing it from C-1, Local Commercial District.  City Council, at its meeting of May 22, 2007, adopted Ordinance No. O-0506-25 placing a portion of this property in C-1, Local Commercial District and removing it from O-1, Office-Institution District. The developer has proposed commercial businesses, possibly including banks, retail and neighborhood services.
 
City Council, at its meeting of May 22, 2007, approved the preliminary plat for South Lake Addition, Section 11.  It should be noted the preliminary plat expired in May 2012. With Planning Commission's approval of the final plat on July 14, 2011, the developer has contracted for the installation of the required water improvements and those improvements are currently under construction.  The remaining improvements to be constructed are sidewalks along Classen Boulevard and Renaissance Drive.
 
This is the remaining final plat of the property owned by this applicant.  Since there have been no changes in the subdivision regulations and this property is not part of the Water Quality Protection Zone, staff is recommending the extension of the preliminary plat deadline based on the completion of the water improvements and filing of the final plat within two (2) months from this date.  The final plat consists of 4.78 acres and 4 commercial lots.  There will be two common driveways on Classen Boulevard and one on Renaissance Drive.
 
DISCUSSION: Construction plans have been reviewed for required public improvements for this property.  These improvements consist of sidewalks, storm drainage and water main improvements.  The water improvements are currently under construction.  The storm drainage improvements including a detention basin are complete.  Sidewalks will be constructed as part of the building improvements.
 
Storm water will be conveyed to a proposed privately maintained detention facility.
 
RECOMMENDATION:  The final plat is consistent with the preliminary plat.  Based upon the above information, Staff recommends approval of the final plat and filing of the plat subject to the Development Committee's acceptance of all required public improvements, and receipt of traffic impact fees in the amount of $107,191.73 and authorization of the Mayor to sign the final plat and bonds.
