AUTHORIZATION FOR EXPENDITURE NO. FIVE UNDER CONTRACT K-0910-55 WITH LEMKE LAND SURVEYING, L.L.C., IN THE AMOUNT OF $73,300 TO PROVIDE PROFESSIONAL SERVICES FOR THE LIFT STATION MODIFICATIONS FY17 PROJECT.

BACKGROUND: The Lift Station Modifications FY17 project provides for the upgrade of three existing lift stations: Ashton Grove, Franklin Road and Royal Oaks. The work consists of replacement pumps, pump guide rails and brackets, and discharge fittings and piping. Royal Oaks also requires replacement of its valve vault, and replacing the 8-foot diameter wet well with a 10-foot diameter wet well. Bypass pumping will be required while stations are off line to prevent back-ups or overflows. Staff recently met with both Lemke Land Surveying (Lemke) and their sub-consultant, CP&Y, to discuss providing surveying and design services for the project.
On August 25, 2009, the Norman Utilities Authority (NUA) approved Contract K-0910-55 with Lemke for on-call professional services. An RFP process was completed at that time. The Lift Station Modifications FY17 project is the type of project the on-call contract is meant to address. On January 22, 2013, the NUA approved Expenditure No. 1 to Contract K-0910-55 with Lemke for on-call services on Sewer Maintenance Project (SMP) 2012. On July 23, 2013, the NUA approved Expenditure No. 2 with Lemke for on-call services on SMP 2013. On October 28, 2014, the NUA approved Expenditure No. 3 for on-call services on SMP 2014. On July 26, 2016, the NUA approved Expenditure No. 4 on SMP 2017.
DESCRIPTION: Staff desires to accept Lemke’s proposal in the amount of $73,300 to provide on-call professional services for the design of Lift Station Modifications FY17. The proposal scope and cost estimate are reasonable, in accordance with the terms and conditions of the on-call contract, and at the contract rates.
The Fiscal Year Ending 2017 (FYE17) budget for Lift Station Modifications FY17 includes an unencumbered balance of $75,000 for design (account 321-9338-432.62-01; project WW0305), which is sufficient to fund the expenditure. This expenditure under Contract K-0910-55 is being brought forward for NUA approval because it exceeds $25,000.
RECOMMENDATION: Staff recommends approval of Authorization for Expenditure No. 5 under Contract K-0910-55 with Lemke Land Surveying, L.L.C. in the amount of $73,300 to provide on-call professional services for the Lift Station Modifications FY17 Project.
