BACKGROUND:  Division Water Maintenance crews utilize repair clamps to effect repairs on ruptured water mains.  These clamps come in various lengths and diameters and are used according to specific type and extent of the break.  Division specifications require all-stainless steel repair clamps due to the soil conditions of Norman.  Each manufacturer uses stainless steel technology and all repair clamps are compatible among suppliers.
 
Copper meter yokes are used in connecting the water meter and residual service lines to the City water main.  A purchase of approximately 500-700 copper meter yokes is foreseen for the fiscal year ending June 30, 2013 (FYE 13).
 
Bid No. 1213-29 also provides competitive prices for the purchase of high-density polyethylene (HDPE) meter boxes and cast iron meter lids for approximately 500-700 water meter services.  These purchases will be made during the fiscal year ending June 30, 2013 (FYE 13).
 
DISCUSSION:  Bid No. 1213-29 provides competitive prices for the purchase, on an as-needed basis, for varied repair clamps, copper meter yokes for water meters, and meter boxes.  Six vendors were invited to bid; five bidders responded.  Bids were opened on September 6, 2012.  The attached bid tabulation provides a complete accounting of these bids.
 
Bid prices for copper meter yokes increased 16.65% over fiscal year 2012's bid price due to copper and brass manufacturers' increased costs associated with meeting Senate Bill 3874, "Reduction of Lead in Drinking Water Act," as defined "Lead Free within the Safe Drinking Water Act:"  (SDWA).  Bid prices for high-density polyethylene (HDPE) meter boxes and repair clamps increased less than 1% over the current contract primarily due to fuel costs associated with shipping.
 
RECOMMENDATION:  It is recommended that Bid No. 1213-29 be awarded to the lowest and best bidders as follows:
 
Bid No. 1213-29, Copper Meter Yokes, HDPE Meter Boxes with Cast Iron Lids, and Section 2, for 4"x6" repair clamps be awarded to American Waterworks Supply, Inc.
 
Bid No. 1213-29, Section 1, 2" x 6" repair clamps be awarded to Ferguson Water Works
 
Bid No. 1213-29, Sections 3-10, 12, 14-25, 27, and 29-42 which are various sizes of repair claims be awarded to OKC Winwater Works
 
Bid No. 1213-29, Sections 11, 13, 26, and 28; which are various sizes of repair clamps to HD Supply Waterworks
