ONE TO CONTRACT K-1516-72: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CENTRAL CONTRACTING SERVICES, INC., INCREASING THE CONTRACT AMOUNT BY $42,154.40 FOR A REVISED CONTRACT AMOUNT OF $384,869.40 AND ADDING 10 CALENDAR DAYS TO THE CONTRACT FOR THE WEST MAIN STREET DRAINAGE PROJECT AND BUDGET TRANSFER

BACKGROUND: Frequent flooding events have impacted the residents in the vicinity of Midway Drive which is located north of West Main Street approximately one quarter mile east of 48th Avenue NW. This location was developed in 1993-1994 in two separate subdivision plats. The first is Cambridge Place Addition that was filed on May 26, 1993. This portion is east of the most frequently flooded properties. The properties that receive most of the flooding are located in the Cambridge Place Addition Section 2 plat that was filed November 16, 1994. Beginning in 2008, the City completed several stormwater capital projects to reduce the flooding on Midway Drive. Structures were constructed to redirect a portion of the flow to the north, and existing drainage channels were improved. A portion of the City’s FYE 2008 Capital Drainage Project in the Cambridge Place neighborhood consisted of installing drainage inlets at the low point of Midway Drive and carrying the water in storm water pipelines to the system located in public drainage easements under the parking lot of Arbor House located on West Main Street south of Midway Drive. That project helped to alleviate some of the flooding problems along Midway Drive but did not completely solve the problem.
This proposed project is the last phase in the City’s program of improvements for the Midway Drive stormwater system. The project includes upsizing the public stormwater pipelines downstream of Arbor House. These improvements will improve the flow of stormwater from the existing collection system north of Arbor House to the existing channel further south, reducing the depth of ponding on Midway Drive. Council approved Contract K-1516-72 on May 10, 2016 with Central Contracting for $342,715 to complete this project. The start date of this project was revised to allow for the completion of the utility relocations at the West Main Street bridge over Brookhaven Creek because (1) the same contractor is performing the work and (2) to reduce impacts on traffic in this corridor. The utility relocations at the bridge site were completed August 26, 2016. Since that time there have been ongoing negotiations with City Council/Norman Utilities Authority, the contractor and Public Works for the additional water line discussed in this item. Work is scheduled to begin the first week of November.
DISCUSSION: A component of the West Main Street Drainage Project consists of the relocation of approximately twenty-six feet (26’) of 12-inch public water line located in the public right-of-way along West Main Street. During the design phase of the drainage project, this portion of the 12-inch water line was identified to be in conflict with the proposed stormwater box culvert. In an effort to minimize the construction impact on Arbor House Assisted Living Center, the water line relocation will be done simultaneously with the construction of the stormwater pipe line system. Combining these construction activities provides the means to compress the overall construction time in the vicinity of Arbor House Assisted Living Center.
The existing 12-inch public water line was installed in 1983. A combination of age and soil conditions has contributed to deterioration of the ductile iron pipe material in this area. As a result of this deterioration, the City’s Utilities Department has experienced a greater number of unexpected repairs and maintenance costs. This can impact the water distribution system and cause interruptions in service to businesses and citizens near the affected area.
In an effort to reduce some of the re-occurring repairs associated with the existing water line, the Norman Utilities Authority (NUA) has requested replacement of approximately six-hundred (600) feet of the 12-inch water line, including the water line to be relocated under the new stormwater pipeline. By replacing the entire 600-foot section as one project, instead of replacing the water line in smaller sections, the integrity of the water line will be improved and the total cost will be reduced.
In an effort to minimize the impact of this project on the traveling public during the construction of the water line and the drainage project, West Main Street will only be reduced to one lane of traffic in each direction rather than closing the road completely.
Change Order Number 1 to Contract K-1516-72 has been negotiated with the contractor in the amount of $42,154.40. The NUA/Water Utility has made funding available for the replacement of this additional water line. It is being requested that those funds be transferred from Project WA0184, Water Distribution System, Construction (031-9360-462.61-01), to Project DR0012, Miscellaneous Water Projects, Construction (031-9395-462.61-01). Funding for the stormwater system improvements was allocated from the FYE 2016 Capital Fund.
If approved, the water line replacement will begin on November 1, 2016 and will be complete by November 18, 2016. At that point, the new stormwater pipelines will be installed over the new water line.
RECOMMENDATION No. 1: Staff recommends approval of Change Order No. 1 increasing Contract K-1516-72 with Central Contracting by $42,154.40.
RECOMMENDATION No. 2: Staff further recommends transfer of $42,154.40 between Water Utility accounts as discussed above.
