CONSIDERATION OF ACCEPTANCE AND AWARDING OF BID NO. 1314-62 TO ACTION SAFETY SUPPLY FOR THE INSTALLATION OF PAVEMENT MARKINGS FOR THE TRAFFIC CONTROL DIVISION.

BACKGROUND:  The Traffic Control Division is responsible for the installation and maintenance of pavement markings on more than 200 miles of public roadways within the corporate limits of the City of Norman.  Four primary types of materials are utilized for this purpose; waterborne paint, thermoplastic, multi-polymer and raised pavement markers.  City forces concentrate most of their efforts on the application of waterborne paint along lower volume roadways. Private contractors do the majority of the thermoplastic and multi-polymer markings, which are applied on asphalt and concrete pavements respectively, and all of the raised pavement markers, which are installed on the higher volume roadways, intersections and accident prone locations.
 
DISCUSSION:  In order to expedite and streamline the process involved in the application of markings by private contractors, staff developed specifications for an annual contract that gives the Public Works Department a dependable source for the installation of markings at guaranteed unit prices.
 
The specifications have two distinct sections:  Section I for the installation of thermoplastic and multi-polymer markings and for the removal of existing pavement markings, and Section II for the installation of raised pavement markers.  Bidders were asked to submit unit prices on individual items within each section based upon the estimated quantities that were provided.
 
Bid No. 1314-62 was opened on May 15, 2014, and will provide a contractor that can be available to install thermoplastic and multi-polymer striping and raised pavement markers to the City on an as needed basis.  Specific locations will include those requiring maintenance due to wear and loss of reflectivity, as well as roadways that are repaired or overlaid where reinstallation of markings is necessary.
 
Bids were received from one (1) of the five (5) vendors who were sent bid packages.  The only bidder for Sections I and II is Action Safety Supply Company (Oklahoma City, OK).  Staff contacted the other four vendors, Midstate Traffic Control, Oklahoma City; RoadSafe Traffic Systems, Tulsa; Direct Traffic Control, Inc., Muskogee; and Time Striping, Van Buren, AR; and all four responded that they could not take on additional work at this time because they had more jobs than they could handle.  Staff will closely monitor expenditures for these items and will adjust quantities as necessary to remain within the budgeted amount.
 
RECOMMENDATION:  That Bid No. 1314-62 be awarded for both sections to Action Safety Supply Company (Oklahoma City, OK), as the only bidder meeting all of the specifications.   The budget amount for both sections is $107,644.00.  Funding is available in Pavement Marking (010-5023-429.42-35).
