CONSIDERATION OF REQUEST FOR PROPOSAL NO. RFP-1314-26 AND CONTRACT NO. K-1314-67 WITH AZTEC BUILDING SYSTEMS, INC., IN THE AMOUNT OF $148,089, PERFORMANCE BOND NO. B-1314-40; STATUTORY BOND NO. B-1314-41; MAINTENANCE BOND NO. MB-1314-37; AND PROJECT AGENT RESOLUTION NO. R-1314-52 FOR THE LITTLE AXE PARK CONCESSION/RESTROOM BUILDING PROJECT.

BACKGROUND:  Funding for the Little Axe Park Concession/Restroom Building Replacement Project for the Parks and Recreation Department was approved during the Fiscal Year Ending 2014 capital budget process.  Included in this project is the demolition of the existing concession and restroom building.   The existing building is in very poor condition.  There are a number of repairs and upgrades needed that would not be cost effective when compared to total building replacement.  Most significant are the changes needed to bring the public restrooms into Americans with Disabilities Act Accessibility Guidelines (ADAAG) compliance; as well as the inadequate concession area, which does not meet current health department standards for sinks, fixtures, ventilation and floor space. 

 

The demolition will be completed by a separate contractor, once the new building is approved for construction.  Facility Maintenance staff is working with Parks and Recreation staff to complete the removal of equipment and cutting off utilities to the existing building in preparation for the work to occur.  

 

DESCRIPTION: On 23 and 30 August 2013, Request for Proposal No. RFP-1314-26 for the Little Axe Park Concession/Restroom Building Replacement Project was advertised in the Norman Transcript.  The project was also advertised in Reed Construction Data, Dodge Reports and Bid News, i-SquareFoot, and on e-plan.  Proposals were distributed to three contractors, one of whom responded with a complete proposal. Staff contacted the other known potential bidders and found they did not sumit a proposal due to either a lack of interest in this project or the fact that they were too busy with other projects at this time.

 

The total amount of the proposal from Aztec Building Systems, Inc. was $148,089.  The total budget for the project is $160,000, which will include the existing building’s demolition and some additional concrete work and site improvements that will be done by others separate from the contract with Aztec.

 

Staff recommends that the contract be awarded to Aztec Building Systems, Inc., in the amount of $148,089 for the lowest and best proposal to meet specifications for the Little Axe Park Concession/Restroom Building Replacement Project.

 

RECOMMENDATION NO. 1: It is recommended that City Council approve RFP No. 1314-26 from Aztec Building Systems, Inc., in the amount of $148,089 for the Little Axe Park Concession/Restroom Building Replacement Project for the Parks and Recreation Department.  Funding of $160,000 is available for this project in Construction (account 050-9922-452.61-01; project PR0123).

 

RECOMMENDATION NO. 2: It is further recommended that the following contract and bonds be approved:

 

Contract No. K-1314-67

Performance Bond No. B-1314-40

Statutory Bond No. B-1314-41

Maintenance Bond No. MB-1314-37

 

RECOMMENDATION NO. 3: It is further recommended that Aztec Building Systems, Inc. be authorized and appointed as project agent for the Little Axe Park Concession/Restroom Building Project by Resolution No. R-1314-52 to avoid the payment of sales taxes.
