AND 24TH AVENUE N.W.

BACKGROUND:  The Robinson Waterline Relocation Phase I project (WA0195) replaced approximately 3,400 feet of deteriorated 24-inch waterline and 3,400 feet of deteriorated 12-inch waterline along Robinson generally between 36th Avenue NW and 24th Avenue NW. This cast iron waterline was constructed in the early 1970s and had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive, time consuming for Norman Utilities Authority (NUA) and Norman Public Works staff and are disruptive to traffic in the area as repairs are completed.

 

Request for Proposal (RFP) 1314-28 was distributed to consultants and the review team selected Alan Plummer Associates, Inc. (APAI), with offices in Oklahoma City and Fort Worth, Texas, as most qualified consultant for the project. On January 28, 2014, the NUA approved Contract K-1314-110 in the amount of $99,900 with APAI for preliminary design (30% completion), surveying and geotechnical services associated with the construction of approximately 5,300 feet of waterline along Robinson, crossing I-35, and between 24th and 36th Avenues NW.

 

At the completion of the preliminary design phase, the NUA selected the “best” alternative for providing a reliable, appropriately-sized water transmission line serving western Norman. The design also considered the impact on the future Oklahoma Department of Transportation (ODOT) I-35 ramp realignment project which may be completed in the future. During preliminary design, staff found it necessary to subdivide the original project scope into two sections due to constructability and to remain within the original project budget.

 

On October 14, 2014, the NUA approved Amendment No. 1 to Contract K-1314-110 in the amount of $298,600 authorizing APAI to provide final design, bidding and construction management for the proposed waterline, identified as Alignment 2A. The amendment was written so that Alignment 2B could be added and designed in future if approved by the NUA. Final design for Alignment 2A was submitted to the Oklahoma Department of Environmental Quality (ODEQ) for approval in November 2015.

 

On November 10, 2015, the NUA approved Amendment No. 2 to Contract K-1314-110 increasing the contract amount by $186,500 for a revised contract amount of $585,000 which authorized APAI to provide final design, bidding and construction management for Alignment 2B as well as extend the design length for Alignment 2A. Alignment 2B includes the 30-inch waterline crossing under Brookhaven Creek and would have terminated at Brookhaven Boulevard where it was to connect to the existing 30-inch waterline feeding the Brookhaven elevated water storage tower.

 

After experiencing yet another waterline break on the west side of I-35 over the past year, staff and consultant decided that full replacement of the 30-inch steel waterline with a new polyvinyl chloride (PVC) waterline from Brookhaven Boulevard to the Brookhaven Water Tower was necessary to provide a water supply that will last long into the future.

 

DISCUSSION:  Proposed Amendment No. 3 will authorize APAI to provide final design, bidding and construction for the remaining 1,800 feet of waterline from Brookhaven Boulevard to the Brookhaven Water Tower.  The proposed new work is illustrated in the attached map.  The proposed project schedule is shown in Attachment A, the proposed work scope is detailed in Attachment B and the proposed cost is detailed in Attachment C to the contract.

 

Amendment No. 3 will increase the contract amount by $43,060. The contract amount was negotiated by staff and equates to a final Phase II design cost of $196,060 or about 6.4% of the construction estimate for the proposed work. Construction of Phase I (Alignment 2A) is complete and final design of Phase II (Alignment 2B) is underway.  Additional surveying and design will be required for replacement of an additional 1,800 feet of 30-inch water line.  Design is expected to be complete in approximately 3 months with bidding ready for Fall 2017.

 

Unencumbered funds in the amount of $83,500 are available in Water Distribution System, Design (account 031-9360-462.62-01; project WA0195), which is sufficient to fund the amendment.

 

RECOMMENDATION:  Staff recommends the NUA approve Amendment No. 3 to Contract K-1314-110 totaling $43,060 with Alan Plummer Associates, Inc. for final design, bidding and construction phase services for the Robinson Waterline Relocation Phase II project (WA0195).
