INFORMATION: City Council in its meeting of September 13, 2011, approved Contract No. K-1112-43 with H.W. Lochner, Inc., to provide scoping services for a Comprehensive Transportation Plan (CPT) for the City of Norman. The Comprehensive Transportation Plan Citizen's Visioning Committee was appointed by City Council on September 27, 2011, to work with the CTP Steering Committee (Council Community Planning and Transportation Committee) and H.W. Lochner, Inc., on the scope of services for the CTP.
City Council, on November 13, 2012, approved Contract No. K-1213-86 with Freese and Nichols for the development of a Comprehensive Transportation Plan. The purpose of the contract is to provide a framework for the development and implementation of an efficient and comprehensive transportation system within Norman and its extraterritorial jurisdiction. This plan will be guided through work with the Community Visioning Committee and specific Modal Subcommittees. The four subcommittees are as follows:
Auto Capacity and Quality of Service and Parking - local access and circulation, regional connectivity, corridor management, congestion mitigation, safety, special area parking, and quality of service.
Pedestrian and Bicyclists Mobility and Safety and Streetscape - on-street bicycling, trails, sidewalks, lighting, street crossings, Americans with Disabilities Act (ADA), roadside and median treatments, neighborhood connectivity, gateways, and wayfinding.
Transit Capacity and Quality of Service - citywide bus services, mobility impaired services, OU focused services, other special area services, regional connections, commuter rail, AMTRAK, bus stop considerations, station area planning, carpool/vanpool, and quality of service.
Freight, Airports, Emergency Services - truck routes and impacts, railroad crossing safety and noise, hazardous materials, police/fire/EMS emergency response, special events management, and airport access.
The proposed subcommittee members include 15 of the original 17 members of the Council-appointed Citizen Visioning Committee (CVC) for the CTP Scoping Project. The other two members have declined to continue to serve for personal reasons. The other 30 members of the subcommittees were recommended by each of the Committee Co-Chairs, based upon their interest and expertise in each subject area. In addition to the CTP subcommittee meetings, there will be public meetings, social media opportunities, City Council study sessions, Council Community Planning and Transportation (Steering) Committee meetings and CVC meetings over the next 12 months during development of the City's Comprehensive Transportation Plan.
