AMENDMENT NO. ONE TO CONTRACT K-1617-73: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE OKLAHOMA HIGHWAY SAFETY OFFICE INCREASING THE GRANT FUNDING BY $8,800 FOR A REVISED GRANT AMOUNT OF $76,800 TO BE USED BY THE NORMAN POLICE DEPARTMENT FOR ENFORCEMENT EFFORTS TO REDUCE UNDERAGE DRINKING AND/OR ADULT BINGE DRINKING AND BUDGET APPROPRIATION FROM THE SPECIAL GRANTS FUND BALANCE.

BACKGROUND: The Oklahoma Highway Safety Office (OHSO) has informed the Norman Police Department that it has been awarded an additional $8,800 in grant funding to support prevention goals with reducing underage drinking and/or adult binge drinking. In previous years, OHSO has sub-granted funds to the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) for prevention efforts. ODMHSAS, through the Board of Regents of the University of Oklahoma and the University’s Southwest Prevention Center, has then contracted with the Norman Police Department for enforcement efforts that include highly visible alcohol enforcement operations entitled “Too Much To Lose”. Unlike previous years, OHSO has requested that this enforcement portion of the grant be coordinated directly with the Norman Police Department to facilitate accurate and timely reporting. These funds will be added to the OHSO grant already accepted by the City of Norman (K-1617-73) for a total amount of $76,800, and it will be used to reimburse overtime incurred by officers engaged in enforcement efforts.
DISCUSSION: The Norman Police Department will utilize full time officers in an overtime capacity to conduct alcohol compliance checks for underage youth at retail locations, bar checks for adult over-service, and/or party patrols/controlled party dispersals. Highly visible alcohol enforcement operations are expected at least once each month, and will be developed in accordance with Oklahoma Department of Mental Health and Substance Abuse Services and the Southwest Prevention Center program guidelines.
The Norman Police Department will supply the Oklahoma Highway Safety Office with reports for overtime hours that are in support of enforcement activities that are part of the work plan developed in conjunction with the Southwest Prevention Center and approved by the ODMHSAS on a monthly basis as identified in the attached Contract Change Request and Letter of Collaboration documentation. Funding reimbursement will continue through September 30, 2017.
RECOMMENDATION: It is recommended that City Council approve Amendment No. One to Contract K-1617-73, accept the grant funds in the amount of $8,800, and appropriate $8,800 from the Special Grant Fund Balance (account 022-0000-253.20-00) to Project GP0118, HWY SFTY AL-17-03-08-09, Other Salary/Overtime-Regular (account 022-6019-421.21-10, Too Much To Lose project). It is further recommended that upon reimbursement; deposit the funds into Other Revenue/Traffic & Alcohol Enforcement (022-0000-331.13-40).
