SUBMISSION AND ACKNOWLEDGING RECEIPT OF OKLAHOMA DEPARTMENT OF ENVIRONMENTAL QUALITY CONSTRUCTION PERMIT WL000014160029 DATED JANUARY 29, 2016, FOR THE ROBINSON STREET WATER LINE REPLACEMENT PROJECT (PHASE 1), AND DIRECTING THE FILING THEREOF.

BACKGROUNDThe Robinson Street Waterline Replacement project (WA0195) is expected to replace approximately 5,300 feet of deteriorated 24-inch waterline along Robinson generally between 36th Avenue NW and 24th Avenue NW. This cast iron waterline was constructed in the early 1970's and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive and are disruptive to traffic in the area as repairs are completed.

 

On January 28, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-110 with Alan Plummer and Associates, Inc. (APAI) for preliminary design, surveying and geotechnical services. On October 14, 2015, the NUA approved Amendment No. 1 for final design and construction services for Phase 1 of the project from Crossroads Boulevard to a point about 1000 feet east of 24th Avenue NW. On November 10, 2015 the NUA approved Amendment No. 2 for final design and construction services for Phase 2 of the project between Crossroads Blvd. and Brookhaven Boulevard; the Phase 2 design is approximately 50% complete.

 

DISCUSSIONAs a part of the project requirements, a construction permit from the Oklahoma Department of Environmental Quality (ODEQ) is required. The design drawings and specifications for Phase 1 of the project were submitted to the ODEQ on January 14, 2016 and they were approved on January 29, 2016. As shown on the Layout Map, the Phase 1 project includes approximately 4,600 feet of 30-inch and 3,500 feet of 12-inch waterline and associated appurtenances between Crossroads Boulevard and a point about 1000 feet east of 24th Avenue NW. As noted on the attached permit, the ODEQ requires permit receipt to be made a matter of permanent record in the City Council's minutes.

A permit from the Oklahoma Department of Transportation (ODOT) has also been obtained for construction within the ODOT right-of-way. Easement acquisition is underway. The bid advertisement should occur in April with construction expected to begin in June 2016.

 

RECOMMENDATIONStaff recommends that receipt of ODEQ Permit WL000014160029 issued January 29, 2016, be noted and made a matter of permanent record in the minutes of the Norman Utilities Authority.
