RESOLUTION R-1617-127:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $995,274.25 FROM THE CAPITAL FUND BALANCE AND 2010 STREET MAINTENANCE BOND ISSUE ACCOUNTS TO BE USED FOR THE IOWA STREET AND DAKOTA STREET RECONSTRUCTION PROJECTS.

BACKGROUND:  In the Norman Street Maintenance Bond Election of March 2, 2010, voters approved a $19 million, 5-year, 4-part program of street maintenance on neighborhood streets.  The four phases include:

 

1.                     Urban Asphalt Streets

2.                     Urban Concrete Streets

3.                     Rural Roads

4.                     Urban Street Reconstruction

 

The final two projects in the “Urban Street Reconstruction” category required outside engineering design services, due to the complexity of the stormwater improvements.  These two projects involved eleven (11) residential blocks of total road reconstruction on Dakota Street and Iowa Street (map attached).

 

On March 31, 2016, a bid opening was held for these projects and only one bid was received.  The Engineer’s Estimate was $3,053,824. A-Tech Paving submitted the sole bid of $3,201,241, which was $147,417 over the estimate. City staff determined that other contractors did not bid on this project because the schedule was too aggressive.  Since the only bid that was submitted was over the Engineer’s Estimate, City staff recommended the bid be rejected and the project be reevaluated.  City Staff also suggested splitting the project into three separate phases to make the schedule less aggressive. The proposed project phases are as follows:

 

Phase I- Iowa Street- Berry Road to Pickard Avenue (3 blocks)

Phase II -Dakota Street- Berry Road to Flood Avenue (4 blocks).

Phase III - Dakota and Iowa Streets- Flood Avenue to University Boulevard (4 blocks).

 

Staff also recommended further dividing each phase as follows:

 

Part A: Water system upgrade - performed by Norman Utility Authority

Part B: Asphalt pavement and stormwater system - performed by City of Norman Public Works

                     Part C: Concrete pavement, curb and gutter and driveways - performed by Contractor

 

This approach is anticipated to provide significant cost savings.  The City Streets Division is able to provide some of these services because the Rural Road Program is ahead of schedule.

 

DISCUSSION:  This section of the 2010 Street Maintenance Bond Program, in the category of Urban Street Reconstruction, was engineered prior to being advertised for bid. While performing this engineering, it was determined that portions of the existing underground stormwater system were in a more deteriorated state than what was originally estimated prior to the election in 2010. This engineering analysis also determined that the size of the remaining stormwater pipe was too small to meet current City standards and would require complete replacement, as well as additional pipe installations, to provide for the best possible street drainage system. Bid documents were prepared, based on the new roadway engineering and the improved stormwater systems.

 

The bid opening was conducted on February 23, 2017 for Phase I Part C: Concrete pavement, curb and gutter and driveways. Four bids were received.  On March 28, 2017 City Council approved contract K-1617-91 with RDNJ, L.L.C. dba A-Tech Paving of Edmond, OK in the amount of $184,269.  Phase I parts A and B are being constructed by Norman Utility Authority and the City’s Street Maintenance Division.

 

The phasing of the project has lowered the cost significantly; however the City’s FYE 2017 Capital Fund budget has not been adjusted to reflect the splitting of this project into three phases. The attached resolution will provide the necessary corrections/adjustments to each project account to allow the final completion in 2017 as shown in 1.

 

The current status of Phase I is as follows:

 

Part A: Service utilities - completed 4/14/17

Part B: Asphalt pavement and stormwater system - Underway

Part C: Concrete pavement, curb and gutter and driveways - began June 22, 2017

 

Phase II is as follows and expected to be complete in December 2017:

 

Part A: Service utilities

Part B: Asphalt pavement and stormwater system

Part C: Concrete pavement, curb and gutter and driveways

 

Phase III is as follows and expected to be complete in December 2017:

RECOMMENDATION:  Staff recommends the approval of Resolution R-1617-127 to appropriate $995,274.25 from the Capital Fund Balance reserved for the 2010 Street Maintenance Bond Program and unencumbered funds in the 2010 Street Maintenance Bond Program to the project accounts as shown in Attachment 2.

 

When these Urban Street Reconstruction Projects on Iowa and Dakota Streets are completed, the City’s 2010 Street Maintenance Bond Program, as approved by Norman voters, will be fully implemented. Staff currently anticipates that the Bond Program, including the proposed fund transfer, will under budget by up to 10 percent ($1,900,000). By statute, the remaining balance of funds must be spent on street maintenance projects in Norman. Staff has begun working on a program of additional street maintenance projects to be considered by City Council.
