CONTRACT NO. K-1213-134: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND HDR ENGINEERING, INC., IN THE AMOUNT OF $249,935 TO PROVIDE ENGINEERING SERVICES FOR PREPARATION OF AN ENGINEERING REPORT FOR A NORTHSIDE WATER RECLAMATION FACILITY.

BACKGROUND: The Wastewater Master Plan (WWMP), adopted by the Norman Utilities Authority (NUA) in 2001, recommended that facilities treating an average daily design flow (ADF) of 21.5 million gallons per day (MGD) would ultimately be needed to serve the area approved for urban development under the NORMAN 2020 Land Use and Transportation Plan. The WWMP recommended expansion of the South Water Reclamation Facility (WRF) from 12 to 17 MGD and construction of a new North WRF with an ultimate ADF of 4.5 MGD.
In 2001, the voters approved establishment and funding of three new wastewater funds to address existing and future wastewater system needs. The existing Wastewater Fund, funded by utility user fees approved in 1996 (WWF), was supplemented by three new sources: a new Sewer Maintenance Fund (SMF) dedicated to replacing neighborhood sewer lines; the Sewer Excise Tax Fund (SET), dedicated to expansion of the sewer system to serve development added to the system after 2000; and a temporary Sewer Sales Tax (SST). Revenues are generated by user fees (WWF); by the $5 per month maintenance fee (SMF) for collection system rehabilitation; and by a temporary 5-year, 1/2 percent sales tax (SST), which ended September 30th 2006, to fund existing and obligated wastewater system needs as of August 2000; and an sewer excise tax to fund future wastewater system needs resulting from new development after August 2000.
In July 2002, the NUA purchased a 160-acre tract located northwest of the intersection of 12th Avenue NE and Franklin Road as a future site for a proposed North WRF in the Little River sewage basin.

a North Side Sewer Solution" (R-0708-78) the NUA delayed the need for construction of a North WRF but allowed new development in the northern sewage basin through construction of an expanded north Norman interceptor and sewage conveyance system. The Lift Station D Rehabilitation Project, providing a pumping capacity of 6 MGD to convey sewage to the South WRF, and expanding the existing equalization basin to a capacity of 4.8 MG, was completed in August 2011.
On March 8, 2011, the NUA approved Contract K-1011-148 authorizing Garver, L.L.C. (Garver) of Norman, teamed with Carollo Engineers, to complete the Engineering Report (ER) for the Phase 2 (South) WRF Improvements. The ER recommends expanding the ADF from 12 to 17 MGD, adding disinfection and odor control technologies, and performing significant maintenance activities for existing processes. Our Oklahoma Pollutant Discharge Elimination System (OPDES) permit, issued July 1, 2010, requires completion of disinfection facilities to attain compliance with final discharge limits by July 1, 2013. The ER was submitted to the Oklahoma Department of Environmental Quality (ODEQ) on November 18, 2011. On June 12, 2012, the NUA approved Amendment No. 1 to the Garver contract authorizing completion of the Final Design and Bidding phases for the Phase 2 WRF Improvements.
DISCUSSION: The Fiscal Year Ending 2013 (FYE13) budget included funding of an Engineering Report for the future North WRF (WW0204). The Engineering Report (ER) is the first step toward obtaining a permit to design and construct a new WRF. Request for Proposal (RFP) 1011-36 was forwarded to design firms on July 24, 2012 and four proposals were received on August 27, 2012. The proposal review committee consisted of five staff members. Each committee member reviewed and rated the submitted proposals independently for (1) compliance with RFP requirements; (2) general qualifications of the firm; (3) proposed technical approach; (4) quality of references; and (5) qualifications of key personnel assigned to the project. The committee selected HDR Engineering, Inc. (HDR) of Oklahoma City, Oklahoma teamed with Alan Plummer Associates, Inc. of Fort Worth, Texas to prepare the Engineering Report (ER). Proposals were also received from Garver LLC, Corolla, and CH2M Hill. The committee rankings are attached.
Contract K-1213-134 will authorize HDR to proceed with the engineering report at a lump sum cost of $249,935 and complete the work within 9 months following a Notice to Proceed. The scope of work is detailed in Exhibit A to the contract and generally requires the ER to:
o Be prepared in accordance with ODEQ regulations;
o Propose improvements to accommodate full build-out flows in the northern basin as anticipated under the Norman 2025 Land Use and Transportation Plan;
o Utilize data from the on-going Canadian River TMDL and waste load allocation;
o Develop alternative solutions to provide liquid and solids treatment and disposal of an ADF of approximately 4.5 MGD of at the new North WRF. Evaluate alternatives for discharging effluent at two locations along the Little River (treatment for indirect potable reuse) and in the Canadian River;
o Document discharge limits assumed for discharge alternative(s);
o Estimate the value of reuse water as a potable or non-potable water supply;
o Evaluate the alternatives based on a 20-year present worth cost analysis using 2013 dollars and assume full build-out wastewater flow is delivered to WRF throughout the 20-year design period when estimating operational costs;
o Evaluate the alternatives based on non-economic criteria;
o Provide listing and timeline for future tasks required to permit, design, construct and place the WRF in operation.
In 2001, the citizens of Norman approved a 5-year sewer sales tax (SST) and an ongoing sewer excise tax (SET). SST revenues fund obligated capacity needs as of August, 2000, while SET revenues fund capacity for development occurring after August 2000. Based on an ultimate capacity of 4.5 MGD and obligated capacity of 1.5 MGD in the North sewer basin, the SET would fund 66.7% and the SST would fund 33.3% of the costs.
The FYE13 budget includes funding of $250,000 for the North WRF Engineering Report (WW0204) including $83,000 in SST Northside WRF Design (account number 323-9049-432.62-01) and $167,000 in SET Northside WRF Design (account 322-9049-432.62-01). Project funding is proposed to be $166,935 in SET and $83,000 in SST.
RECOMMENDATION: Staff recommends that the NUA approve Contract K-1213-134 with HDR Engineering, Inc. for preparation of an engineering report for a North Water Reclamation Facility in the amount of $249,935.
