AMENDMENT NO. ONE TO CONTRACT K-1920-40: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND FRANKFURT-SHORT-BRUZA ASSOCIATES, P.C. (FSB) INCREASING THE CONTRACT AMOUNT BY $324,925 FOR A REVISED CONTRACT AMOUNT OF $2,305,725 TO PROVIDE ADDITIONAL PROFESSIONAL SCHEMATIC DESIGN SERVICES FOR THE INDOOR AQUATIC AND MULTI-SPORT FACILITY AND THE SENIOR WELLNESS CENTER AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS.

BACKGROUND: On August 27, 2019, the Norman City Council approved Contract K-1920-40 with Frankfurt-Short-Bruza Associates, P.C. (FSB) in the amount of $1,980,800 for Professional Design Services for the Norman Forward Indoor Aquatic Center, Multi-Sport Facility and the Senior Wellness Center.
Since contract approval, FSB has been working on preliminary and conceptual designs for the Indoor Aquatics, Multi-Sport and Senior Wellness Facilities. A number of meetings and presentations have occurred with the project Ad-Hoc Groups and the City Council, which have resulted in finalizing conceptual designs for these facilities. Most recently, the Senior Wellness Center Ad Hoc Group met on Feb 14, 2020 and voted to recommend that City Council relocate the project site to the Norman Regional Hospital Porter Campus and seek additional funding to construct the entire project in one phase. On January 22, 2020, the Indoor Aquatic and Multi-Sport Ad-Hoc Group voted to recommend that City Council seek additional funding to complete a larger scope of the project to include competition and warm-up pools, larger spectator areas, and eight basketball courts.
DISCUSSION: To accommodate the increased project scopes, FSB has proposed additional Schematic Design fees of $324,925 (see Contract Amendment No.1) to provide additional services for the Indoor Aquatic Center, Multi-Sport Facility and Senior Wellness Center Projects. The current design contract with FSB is in the amount of $1,980,800. If approved, the revised design contract amount will be $2,305,725.
Completing these plans will keep the project moving forward in a timely fashion and allow for continued progress should an election for supplemental funding be successful. Should supplemental funding not be acquired, the completed schematic design plans will be held until such time as dedicated funding can be approved to accomplish the projects completely. Should a decision be made to reduce the scope of the Indoor Aquatic/Multi-Sport Project back to the available funding, approximately 1/3 of the completed schematic design work would have to be redone. Funds are available for this project in the NORMAN FORWARD Fund, as follows:
$149,580 in the Indoor Aquatic Facility, Design Account (51795546-46201; project NFB002)
$96,845 in the Multi-Sport Facility, Design Account (51796601-46201, project NFB003)
$78,500 in the Senior Wellness Facility, Design Account (51793365-46201; project NFP108)
RECOMMENDATION NO. 1: Staff recommends approval of Amendment No. 1 to Contract K-1920-40 with FSB in the amount of $324,925 for design services to include Schematic Design services for the Indoor Aquatic, Multi-Sport Facility and Senior Wellness Center.
RECOMMENDATION NO. 2: Staff recommends approval of a transfer of funds in the amount of $122,580 from NORMAN FORWARD Indoor Aquatics Facility, Construction (account 51795546-46101, project NFB002) to Design (account 51795546-46201, project NFB002).
