RESOLUTION NO. R-1314-93: A RESOLUTION OF THE NORMAN UTILITIES AUTHORITY TRANSFERRING $45,000 FROM THE APPLE CREEK PROJECT ACCOUNT AND $80,000 FROM HIGHWAY NINE WATER LINE RELOCATION PROJECT ACCOUNT TO BE USED FOR THE BISHOP CREEK WATER LINE REPLACEMENT PROJECT.

BACKGROUND: Recently, Water Line Maintenance staff discovered that a 12-inch waterline at the west end of Cedar Lane had ruptured at an inaccessible location under Bishop Creek. The valves on either side of Bishop Creek were closed to prevent additional water loss but this action also eliminated a secondary water feed to customers in the Eagle Cliff, Cobblestone, Cedar Lane, and Monterrey subdivisions in southeastern Norman.
As shown on the attached location map, these subdivisions, as well as Astellas and the two new apartment complexes on 12th Avenue SE, are also served by a 12-inch waterline to the east and a 12-inch waterline to the north. Staff believes the replacement of the waterline under Bishop Creek is critical and must proceed as soon as possible. This work is currently unbudgeted.
DISCUSSION: The proposed work includes replacement of about 700 feet of ductile iron pipe partially within the Bishop Creek 100-year floodplain. Construction cost estimates were developed for several replacement options including the following:
1. Directional Drill 700-foot with 16-inch HDPE piping - $90,000
2. 180-foot Aerial Crossing with 520 feet 12-inch PVC piping - $131,000
The above options will utilize either 12-inch PVC piping or 16-inch High Density Polyethylene (HDPE) piping. The HDPE piping is thick walled to meet the required pressure rating and is called out by its outside diameter; thus, 16-inch HDPE is required to provide an inside diameter at least equivalent to 12-inch PVC piping. The directional drilling option minimizes impacts to Bishop Creek by drilling from beyond the outer edges of the floodplain along the south side of Cedar Lane (extended). The aerial crossing option would install 180 feet of HDPE waterline in a 24-inch steel casing attached to the downstream side of the newly constructed SE Bishop Interceptor which spans the floodway; the remaining 520 feet of PVC waterline would be installed by open trench construction with approximately 200 feet located within the 100-year floodplain.
Additional options were considered which increased the size of the waterline to provide additional capacity; however, these options were eliminated due to the additional cost and the fact that this is a redundant supply line. Staff recommends Option 1, directional drilling with 16-inch HDPE as the most environmentally sound and cost-effective option.
Upon NUA approval of the transfer for the Bishop Creek Waterline Replacement, staff plans to issue a purchase order to Lemke Land Surveying, Inc. (Lemke) of Norman, Oklahoma to provide design and surveying services under their on-call services contract. Lemke will partner with CP&Y, Inc., our consultant on the nearby SE Bishop Interceptor project for assistance. The proposed team is committed to expedited completion of the survey/design to facilitate prompt replacement of the waterline.
The Fiscal Year Ending 2014 (FYE14) budget does not include funding for this project. A new project entitled Bishop Creek Waterline Replacement (WA0199) has been established for funding purposes. It is proposed to transfer $25,000 from Hot Soils-Apple Creek Waterline Replacement Construction (account 031-9360-462.61-01; project WA0041) into Bishop Creek Waterline Replacement Design (account 031-9683-462.62-01; project WA0199). Additionally, it is proposed to transfer $20,000 from Hot Soils-Apple Creek Construction (account 031-9360-462.61-01; project WA0041) and $80,000 from Highway 9 Waterline Relocation, Construction (account 031-9727-462.61-01; project WA0191) into Bishop Creek Waterline Replacement Construction (account 031-9683-462.61-01; project WA0199). The Apple Creek and Highway 9 projects are complete or nearing completion at this time; the above funding is available for transfer to the new project.
RECOMMENDATION: Staff recommends approval of the transfer of $25,000 from Hot Soils-Apple Creek Construction (account 031-9360-462.61-01; project WA0041) into Bishop Creek Waterline Replacement, Design (account 031-9683-462.62-01; project WA0199); $20,000 from Apple Creek Construction (account number 031-9360-462.61-01; project WA0041), and $80,000 from Highway 9 Waterline Relocation, Construction (account 031-9727-462.61-01; project WA0191) into Bishop Creek Waterline Replacement, Construction (account 031-9683-462.61-01; project WA0199). Upon approval of these transfers, the Bishop Creek Waterline project would have allocations of $25,000 in Design and $100,000 in Construction.
