CONTRACT K-1617-99:  A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND GARVER, L.L.C., IN THE AMOUNT OF $102,050 TO PROVIDE ENGINEERING AND DESIGN SERVICES FOR THE 2016 BOND ROAD RECONSTRUCTION PROJECT, LAHOMA AVENUE FROM GRAY STREET TO NEBRASKA STREET.

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved a 5-year, 4-phase program of Street Maintenance on neighborhood streets.  The four Categories include (1) Urban Asphalt Streets Rehabilitation, (2) Urban Concrete Streets Rehabilitation, (3) Urban Roads Reconstruction and (4) Rural Road Reconstruction.  Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System.  The following is the list of urban road reconstruction projects included in the 2016 GOB Election:

 

1.                     Lahoma Street - Gray Street to Nebraska Street

2.                     Lahoma Street - Nebraska Street to Hughbert Street

3.                     Walnut Road - South 2700 Block to Imhoff Road

4.                     McCall Drive - Chautauqua Avenue to Pickard Avenue

5.                     Pickard Street - Kansas Street to Acres Street

 

Three projects, 1, 2, and 5, in the Road Reconstruction category, will require outside engineering design services due to the complexity of the reconstruction improvements.

 

DISCUSSION: Lahoma Street from Gray Street to Nebraska Street is located in the central part of Norman.  The area around the project is established residential housing.  The current roadway is constructed of asphalt pavement with no curb and gutter.  The storm water drains through ditches on either side of the roadway.  The City’s goal is to provide residents with a new driving surface with curb and gutter and improved drainage system.

 

Specific improvements for this project include:

 

                     Design 1,400 feet of new two-lane roadway

                     Design curb and gutter throughout

                     Design for storm water improvements

 

Staff prepared a request for proposals (RFP) to solicit the engineering services necessary to prepare plans, specifications and bid package, and to provide technical assistance throughout the design and construction of the Lahoma Street Reconstruction Project between Gray Street and Nebraska Street Project.  Fourteen (14) proposals were received for the project. The Selection Committee included three (3) staff members consisting of Masoud Pajoh, Capital Projects Engineer; Carrie Evenson, Stormwater Engineer; Tim Miles, Capital Projects Engineer; and two (2) private citizens including Luis Malave, Oklahoma Department of Transportation’s Division 3 Maintenance Engineer; and Andrew Seamans, D5 Architecture. The Selection Committee members independently scored each proposal on a point scale as defined in the request for proposal.  Upon review of the proposals by the Selection Committee, five (5) firms were selected for interviews.  The proposal by Garver LLC of Norman, Oklahoma was selected for the project.

 

The attached engineering design services contract is written in a “Cost Not to Exceed” format in the amount of $102,050.00.  If approved, only the City Council has authority to amend the contract in the future including any changes to the compensation.  The contract services include:

 

                     Surveying

                     Geotechnical Study

                     Stormwater Design

                     Preliminary Design and Final Design

                     Public Meetings and Project Team Meetings

                     As-Built Drawings

 

Funds are available in the project construction account (Account 050-9385-431.61-01 Project BP0247).  Staff will need to transfer these funds to the design account (Account 050-9385-431.62-01 Project BP0247).  If approved, the design services for this project will be substantially completed by September, 2017.  Staff anticipates taking bids for construction of the project in January, 2018.  Construction will begin on the project in April, 2018 with completion expected in August, 2018.

 

RECOMMENDATION: Staff recommends approval of Contract K-1617-99 with Garver LLC in the amount of $102,050 for the design of the Lahoma Street reconstruction Project between Gray Street and Nebraska Street.
