ONE TO CONTRACT K-1819-112:  BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND SAC SERVICES, INC., DECREASING THE CONTRACT BY $23,674.10 FOR A REVISED CONTRACT AMOUNT OF $1,035,765.90 FOR THE URBAN CONCRETE PAVEMENT REHABILITATION CAPITAL IMPROVEMENT PROJECT (FYE 2014-2019) AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: The City of Norman funds a portion of its annual concrete street repairs through the City’s Capital Improvement Program Budget. Other concrete street repairs are also conducted in Norman using funds from the Street Maintenance Bond Program and the City’s General Fund. Locations are chosen using the City’s Pavement Management System (PMS) and visual inspections. Repairs are made by both City of Norman employees and qualified paving contractors.

 

The Streets CIP Urban Concrete Pavement Repair Project - FYE 2019 Locations involves concrete street panel repairs and replacement. In order to complete the projects in a timely manner, it was determined necessary to complete these projects using private contract services.  The locations included in this project are:

 

Morningside Drive: Alameda Street to Schulze Drive (2014; project SC0565)

Reed Avenue and Schulze Drive (2016; project SC0591)

Morningside Drive: Alameda Street to Schulze Dr (2017; project SC0608)

Reed Avenue: Schulze Drive to Sherwood Drive (2017; project SC0609)

Schulze Drive: Morningside Drive to End (2017; project SC0610)

Stubbeman Avenue: Mimosa Drive to Research Park (2018; project SC0627)

University Blvd at Hughbert Street (2018; project SC0628)

Brooks Street: Pickard Avene to Flood Avenue (2019; project SC0650)

Woodslawn Industrial Tract (2019; project SC0651)

Pickard Ave: Timberdell Road to Whispering Pines Drive (2019; project SC0652)

 

On April 23, 2019, City Council awarded the Streets CIP Urban Concrete Pavement Repair Project - FYE 2019 Locations Contract K-1819-112 to SAC Services, Inc. of Oklahoma City, Oklahoma in the amount of $1,059,440. 

 

DISCUSSION:  Construction projects are awarded to the lowest responsible bidder.  Contractor bids are determined using plan quantities multiplied by the contractor’s unit prices for all bid items of the contract.  The total of all of these costs represents the contractor’s bid.  During construction, each quantity is verified in the field and the contractor is to be reimbursed, based on the actual quantity used.  On this project, several items were not needed or the cost was significantly lower, including concrete, sprinkler repair, removal of curb, and sawing pavement.  Most of the quantity underruns are due to scope changes, including the removal of Brooks Street from Pickard Avenue to Flood Avenue (SC0650).  Brooks Street was removed from the scope in order to complete the work on Brooks Street, adjacent to McKinley School, during the summer break before school resumed session.  At the time, SAC was working to complete Stubbeman Avenue adjacent to Norman North High School.  In order to complete the work on both Stubbeman Avenue and Brooks Street before the start of school, it was decided to have City crews perform the work on Brooks Street.  The project underruns and scope reductions result in a project cost decrease of $242,339.66.  Additional scope changes were made to the project to address repairs to the alley located east of University Blvd between Hughbert Street and Highland Parkway and repairs to the alley located south of Eufaula Street between University Boulevard and Webster Avenue prior to the opening of the City’s new Central Library.  The project scope additions result in a project cost increase of $218,665.56.  Combining the project cost decreases and increases yields a net project cost decrease of $23,674.10.

 

This Final Change Order No. 1 addresses both scope and quantity changes, resulting in a net decrease of $23,674.10, decreasing the total contract amount from $1,059,440 to $1,035,765.90 or 2.23%.

 

RECOMMENDATION No. 1:  Staff recommends approval of Change Order No. 1 to Contract K-1819-112 between the City of Norman and SAC Services, Inc. for the Streets CIP Urban Concrete Pavement Repair Project - FYE 2019 Locations, decreasing Contract K-1819-112 by $23,674.10.

 

RECOMMENDATION No. 2:  Staff further recommends final acceptance of the Streets CIP Urban Concrete Pavement Repair Project - FYE 2019 Locations (Contract K-1819-112), and final payment in the amount of $51,788.29.  Funds will be paid from the Concrete Pavement Maintenance Project, Materials (Org 50597718; Object 46301).
