RESOLUTION NO. R-1415-58: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, PROGRAMMING FEDERAL SURFACE TRANSPORTATION PROGRAM (STP/STATE) FUNDS FOR A NEW TRAFFIC SIGNAL AT THE INTERSECTION OF STATE HIGHWAY 77H AND INDIAN HILLS ROAD IN NORMAN.

BACKGROUND: The 2012 - Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation funding bill allocates federal funds for the implementation of eligible transportation improvement projects along the State Highway System, including the installation of new traffic signals.
In 2012, the City of Moore retained the services of Traffic Engineering Consultants, Inc. to conduct a traffic signal warrant analysis of the State Highway 77H (12th Avenue NE in Norman and Sooner Road in Moore) and Indian Hills Road intersection. The study concluded that traffic volumes at the intersection are high enough to justify the installation of a new traffic signal.
The responsibility for traffic control at this intersection is shared among the Oklahoma Department of Transportation, the City of Moore, Cleveland County and the City of Norman. As such, all parties should contribute toward the funding of a new traffic signal at this intersection. Attachment No. 1 depicts the location of the subject intersection.
The City's current Capital Improvement Program includes a project to signalize the intersection. The local share for the City of Norman is $15,000, which represents 1/3 of the total local match, with the City of Moore and Cleveland County contributing the same amount, and ODOT participating with 80% of the construction cost through their allocation of federal surface transportation program funds.
DISCUSSION: In order to request the federal funds, City Council needs to adopt a programming resolution. In the resolution, the City agrees to the terms and conditions of a federally funded project by stating its willingness to assume the responsibility for the preparation of engineering plans, the purchase of any additional right-of-way, the relocation of public utilities and funding of the 20% local share of the construction cost. Both the City of Moore and Cleveland County plan to adopt similar resolutions. A summary of the preliminary cost allocations by entity is presented in Attachment No. 2.
City of Norman staff has agreed to manage the design of the project and assume the maintenance responsibility for the new traffic signal once it is installed.
RECOMMENDATION: Staff recommends adoption of Resolution No. R-1415-58 requesting federal funds for the installation of a new traffic signal at the intersection of State Highway 77H (12th Avenue NE) and Indian Hills Road.
