CONSIDERATION OF ACCEPTANCE OF A GRANT IN THE AMOUNT OF $76,500 FROM THE OKLAHOMA HIGHWAY SAFETY OFFICE TO BE USED BY THE POLICE DEPARTMENT TO INCREASE ENFORCEMENT AND EDUCATION OF IMPAIRED DRIVING; HOST A TRAFFIC COLLISION RECONSTRUCTION SCHOOL; AND INCREASE ENFORCEMENT AND EDUCATION OF SEAT BELT AND  MANDATORY CHILD RESTRAINT LAWS; APPROVAL OF CONTRACT K-1415-32; AND BUDGET APPROPRIATION FROM THE SPECIAL GRANTS FUND BALANCE.

BACKGROUND: The Oklahoma Highway Safety Office has informed the Norman Police Department that it has been awarded a $76,500 grant.  The money is allocated in the following categories: $35,000 to increase enforcement and education of impaired driving; $16,500 to host a traffic collision reconstruction school for up to 30 law enforcement officers, including some Norman police officers; $25,000 to increase enforcement and education of seat belt and mandatory child restraint laws.  The funds will be used to reimburse overtime incurred by officers engaged in these traffic enforcement projects and to cover the costs associated with hosting the traffic collision school. 

 

DISCUSSIONThe Norman Police Department will conduct projects in support of the "Click It or Ticket" campaign and "Over the Limit Under Arrest" campaign.  These projects are designed to increase compliance with the seat belt and mandatory child restraint laws, the impaired driving laws, and to reduce the injuries involved in motor vehicle crashes.  The Norman Police Department will also increase patrol and checkpoints targeting high accident locations, locations of citizen's complaints, and those not in compliance with seat belt and child restraint laws, as well as the DUI/DWI laws.  The Norman Police Department will supply the Oklahoma Highway Safety Office with enforcement and survey statistics on a monthly basis as stated in the attached contract between Oklahoma Highway Safety Office and the City of Norman.  Funding reimbursement will continue through September 30, 2015.

 

RECOMMENDATIONIt is recommended that funds in the amount of $76,500 be appropriated from the Special Grant Fund Balance (022-0000-253.20-00) designating $16,500 to Training & Development (022-6019-421.40-17; project GP0114); $25,000 to Overtime-Regular (022-6019-421.21-10; project GP0113); $35,000 Overtime (project GP0112); and upon reimbursement, deposit the funds into Other Revenue/Traffic & Alcohol Enforcement (022-0000-331.13-40).
