FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1920-89 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, THE NORMAN MUNICIPAL AUTHORITY AND MID-AMERICA GOLF AND LANDSCAPE D/B/A MID-AMERICA SPORTS CONSTRUCTION, FOR THE NORMAN FORWARD GRIFFIN PARK PHASE III-B - SOUTHWEST FIELD IMPROVEMENTS PROJECT.

BACKGROUND: On October 13, 2015 Norman citizens passed the Norman Forward Initiative which will fund various projects through a ½ % sales tax increase over 15 years. Included in the Norman Forward Initiative is an upgrade of the Griffin Park Soccer Complex. Eventually all of the Griffin Park sports fields will be converted to soccer and will include a total of 20 youth fields. Phase III-B includes the regrading of fields 1 through 3 on the Master Plan, along with additional perimeter fencing and replacing the irrigation for the fields. Originally, there were four football fields built in this location, each with a crowned surface, which was the preferred construction at that time. The Norman Youth Soccer Association approached the City of Norman with this project, requesting a more current soccer field design which calls for a flat playing surface. A flat surface enhances the flow and speed of the game. Changing the grade and resurfacing, as well as removing the old drainage areas between the fields, will increase the versatility of the area and enhance the visibility and overall experience for fans and players.
DISCUSSION: On January 14, 2020, City Council, acting as the Norman Municipal Authority (NMA), approved RFP 1920-38 and Contract K-1920-89 for the NORMAN FORWARD Griffin Park Phase I-North Field Improvements Project the Griffin Park Phase III-B - Southwest Field Improvements Project to Mid-America Golf and Landscape Inc., in the amount of $450,086. Phase III-B- Southwest Field Improvements included the regrading of fields 1-3, irrigation work and perimeter fencing.
On June 6, 2020, the project reached substantial completion. All work under Contract K-1920-89 is complete.
There were a total of 7 pay applications submitted and approved throughout the course of the project which totaled $329,552.09 to the contractor and $82,740.85 in owner direct payment invoices. The final pay application submitted by the contractor on September 4, 2020 is in the amount of $37,793.06.
RECOMMENDATION: It is recommended that City Council/NMA accept the NORMAN FORWARD the Griffin Park Phase III-B - Southwest Field Improvements Project as final and approve payment in the amount of $37,793.06 to Mid-America Golf and Landscape Inc. Funding is available in the Norman Forward Griffin Park Phase III-B - Southwest Field Improvements Project, Construction (account 51796639-46101; project NFB001).
